Building a better Manningham

We are committed to managing our city’s infrastructure efficiently and sustainably to better meet the needs and expectations of our growing community.

Our capital works program brings this commitment to life by managing the maintenance and improvement of council assets, facilities and community spaces through a number of key projects.

Drainage projects design and construction
… Drainage projects design and construction Find out how we're improving … may be impacted by various factors like major road projects or large-scale developments across Manningham. Find out about the latest drainage projects in Manningham .   Flood and stormwater management …

Improving drainage and flood mitigation

We’re undertaking drainage works and upgrades across Manningham to reduce flood risk.

We prioritise drainage works by considering:

  • knowledge of local flooding and relative impacts compared with other locations
  • the scale of the required works
  • asset condition records and maintenance history
  • community feedback
  • the timing of other proposed works, including roadworks.

Project timeframes may be impacted by various factors like major road projects or large-scale developments across Manningham.

Find out about the latest drainage projects in Manningham.

Flood and stormwater management

We’ve partnered with Melbourne Water to undertake flood mapping for Manningham, to better understand flood risk.

This work will assist flood management by:

  • improving understanding of the frequency, severity and location of flood risks within catchments
  • assisting Council to better plan and prioritise mitigation activities
  • helping to plan for future development
  • building community awareness of flood risk
  • informing emergency management planning.

The Manningham Flood Mapping Project will also inform the development of Manningham Council’s Integrated Water Management Strategy.

This strategy will review flooding and stormwater management risks and respond to emerging challenges, including:

  • population growth
  • development pressure
  • climate change and associated increasing flood and drought risk.

Find out more.

A new Stormwater Management Strategy for Manningham

We’re developing a Stormwater Management Strategy to help identify, manage and reduce flood risk to people, property, infrastructure and the environment.

The Strategy will guide our planning and investment in the long-term Capital Works Program to support a healthy, safe and resilient community.

Warrandyte Community Centre mural project

As part of the Warrandyte Community Centre outdoor upgrade, a mural will be designed and installed by artist Angharad Neal-Williams.

Warrandyte residents are invited to join Angharad for a series of free, community-based workshops to collectively contribute to the thematic development of the mural.

Experience a range of different ways to create, contribute and brainstorm together and explore your favourite things about Warrandyte.

Catering will be provided.

Bookings essential via the registration link.

About the artist

Angharad Neal-Williams is an Illustrator, muralist and graphic recorder based in Melbourne. Her work combines strong line drawing with controlled colour and shape to create thoughtful, fun and conceptual drawings.

She utilises both digital and traditional mediums to ensure outcomes feel natural and expressive through quirky imperfections in the simple line work. Her style is distinctly optimistic and focuses strongly on the importance of composition and line.

In 2023 she was awarded Nillumbik Shire Council's Young Creative Leader of the year.

Increasing pedestrian movement

We plan the construction of our city’s footpaths, shared paths and trails by identifying the routes that pedestrians use more often on their journeys.

We use community feedback and other key areas to identify this network and locate where new footpaths are needed and plan for their construction.

Works to build a new footpath are prioritised by:

  • the pedestrian demand
  • the type of road
  • its location relative to various facilities within the community
  • the proximity to public transport.

Timeframes for new footpath projects can be affected by factors such as major road projects or large scale developments throughout Manningham.

Increasing public transport movement

We identify and prioritise the routes and stops that commuters use most.

We consider community feedback, commuter demand and  nearby services and facilities to identify locations where new shelters or upgrades are needed.

Works to build new shelters are prioritised by:

  • commuter demand and historical requests
  • the type of road the bus stop is located on
  • the bus stop’s location relative to various facilities within the community.

On average, we aim to build between three and five, new or upgraded shelters every year.

The timing for new shelter projects may be influenced by factors like big road projects or large developments in Manningham.

Annual Report

Our Annual Report provides a detailed account of Council’s service performance across the year.

Local Government Performance Reporting Framework (LGPRF)

LGPRF was introduced by the Victorian Government to assist the community to see and compare Council’s performance in areas of interest such as public safety (animals, foods and pools), services (statutory planning, maternal child health, libraries, roads and rubbish), council business (governance, community engagement and financial efficiency).

All results are reported annually to the Minister for Local Government and published on the Local Government Victoria website.

When do you need a permit for your property
… improve the amenity of buildings. What types of projects need a permit? Here are some common projects that need approval -  contact us even if your …

Before embarking on building, renovating, tree removal/lopping or any other works, it is important to ascertain whether you require a permit.

Why do you need to get planning and building approval?

Planning permits and building permits serve different purposes.

A planning permit is required to ensure that your project complies with the relevant zoning and overlay controls applicable to your property and to ensure that your project considers its impact on the surrounding area with respect to character, built form and materials, surrounding neighbours, traffic, environmental impacts and community need.

A building permit focuses on the technical aspects of construction and safety ensuring that your project complies with the relevant building codes and regulations.

Links to the relevant controls are:

The Planning and Environment Act 1987

The purpose of this Act is to establish a framework for planning the use, development and protection of land in Victoria.  The Act sets out procedures for preparing and amending the Victoria Planning Provisions and planning schemes. It also sets out the process for obtaining permits under schemes, settling disputes, enforcing compliance with planning schemes and permits, and other administrative procedures.

Manningham Planning Scheme

The Manningham Planning Scheme sets out objectives, policies and controls for the use, development and protection of land for our entire municipality. The planning scheme guides how land can be used or developed though zoning controls (e.g. commercial or residential) and what other activities can be undertaken on the land (e.g. constructing a new apartment building or units, childcare or medical centre, restaurant/cafe serving liquor, display of business signage, or works to a heritage building).

National Construction Code (NCC) 2019

The NCC provides the minimum necessary requirements for health and safety, amenity and accessibility, and sustainability in the design, construction, performance and liveability of new buildings (and new building work in existing buildings) throughout Australia.

Building Regulations 2018

The Building Regulations 2018 (the Regulations) came into effect on 2 June 2018. The Regulations are a subordinate legislation of the Building Act and contain, among other things, requirements relating to:

  • building permits
  • building inspections
  • occupancy permits
  • enforcement
  • maintenance of buildings.

The Regulations adopt the Building Code of Australia (BCA), which is part of the National Construction Code.

Building Act 1993

The Building Act 1993 (the Act) sets out the framework for the regulation of building construction, building standards and the maintenance of specific building safety features.

The objectives of the Act are to:

  • protect the safety and health of people who use buildings and places of public entertainment
  • improve the amenity of buildings.

What types of projects need a permit?

Here are some common projects that need approval - contact us even if your project is not listed here:

  • multi-dwelling developments and apartments
  • construction of a new single dwelling or dwelling extension
  • buildings and works, including some internal changes to a building
  • demolition/partial demolition and new works to buildings in a Heritage Overlay
  • garages, carports, sheds, pergolas, decks, verandahs
  • removing trees and vegetation
  • new land uses such as a childcare centre, medical centre etc...
  • earthworks
  • Septic tanks
  • tennis courts
  • swimming pools and spas
  • fencing
  • business identification signage on a building or property
  • subdivision of land
  • covenant removal/variations
  • liquor license for a restaurant/cafe
  • consent for any works or tree removal and the like if your land has a Section 173 agreement.
  • tables and chairs and/or signage on the footpath
  • asset protection

You have a dream project - where to start

New to building or renovation?

For advice on all things renovation and construction, visit the Victorian Building Authority (VBA).

Every dream project is different with its own needs and challenges. Here are the steps to give you a rough guide on the process, timeframes and costs when starting any project.

  1. Contact us to discuss your project with us to confirm if you need a planning permit

    Contact us

    You can also view:

    • Apply for a planning property enquiry
    • Apply for pre-application advice
    • Learn about the planning permit process

If you don't need a planning permit you can proceed straight to building permit

  2. If we confirm that you need a planning permit, start the application
    • Apply for a planning permit
    • View planning permit fees

After you apply you can also

    • Track the progress of your planning permit applications
  3. Get a building permit before you start construction
    • Learn about the building permit process

We do not issue building permits so you will need to contact a building surveyor to organise a building permit.

You will need the permit to ensure what you're hoping to construct or change is done right and to building code standards.

  4. Apply for any other permits you need before you start works

You may need permits for connecting to infrastructure, protection of public assets and more. Often you will find out which permits you need throughout the process, so it is always best to discuss your plans with us or industry professionals.

    Some common permits include:

    • Works, drainage and stormwater permit
    • Asset protection permit

    • Establishes a collaborative arrangement between Council and your group or organisation, based on the principles of co-operation and partnership
    • Outlines the roles and responsibilities of Council and your group or organisation in the provision and use of funding allocated under this Agreement
    • Includes general funding Terms and Conditions and may include special conditions relating to the delivery of the grant.
  2. The Agreement must be completed, signed off and returned by the specified date for the funding to be released. Funding will not be made available to groups who submit this documentation after this date or those that currently hold a debt with Council.
  3. Except for Small Grants, all funded recipients will be allocated to a Council officer who is the primary contact for the delivery of the activity. As per the Agreement, regular monitoring will be required with the relevant Council officer to provide activity support, identify emerging themes and monitor performance.
  4. Any changes to the use of Council funding for purposes other than outlined in the Agreement must be approved by Council in writing. If the grant is not utilised for the stated purpose, the organisation must guarantee repayment in full to Council, plus interest earned, within one month of the end of the Agreement.
  5. Funding that remains unspent upon the end of the Agreement must be repaid to Council within one month (of the end of the Agreement), unless activity changes are approved by Council in writing within 14 days of notification.
  6. Allocation of funds to a community organisation for any purpose, in any funding round, must not be taken as a commitment by Council to provide additional or recurrent funding beyond that specifically provided for in the Agreement.
  7. Funded activities must be completed within twelve months of receipt of funding, unless an alternative arrangement has been approved by Council in writing (prior to the activity completion date).
  8. The Agreement is governed by and is construed to be in accordance with the laws of Victoria.

Permits

  1. If a permit is required for the funded activity, funded recipients must comply with all Council requirements. This includes matters such as road closures, outdoor advertising and temporary food premises.

Funding Allocation

  1. Upon receipt of funding, funded recipients must deposit that sum in the interest-bearing bank account in the name of the organisation nominated in the Application Form.
  2. Council disclaims all liability and responsibility for any direct or indirect loss to the recipient after the release of funding.

Insurance

  1. Funded recipients must take out and keep current during the period of the Agreement, public liability insurance. The public liability policy must be for a minimum of $20 million.
  2. The public liability insurance ensures Council and the recipient against all actions, costs, claims, charges, expenses, and damages whatsoever which may be brought or made or claimed against them arising out of, or in relation to, the funded activity.
  3. A copy of the Certificate of Currency is to be provided to Council before commencement of the funded activity. Funded recipients must also maintain WorkCover insurance, where relevant.

Marketing Requirements

  1. Funded recipients are required to acknowledge receipt of financial assistance from Council in any promotion, publication or advertising of the activities. This includes the use of Council’s logo and giving Councillors and officers the opportunity to attend relevant promotional events. Any publicity material regarding an activity should be submitted to Council’s Grants Team for approval prior to printing. For more information visit www.manningham.vic.gov.au/community-grant-program.

Acquittal and Activity Completion Report

  1. Council reserves the right to conduct financial and performance audits for funding it has provided. Consequently, funded recipients are required to maintain full records of receipts of activity expenditure and performance outputs/outcomes for the relevant period. These records are to be made available to Council and its officers/agents upon request.
  2. Funded recipients are required to complete an Activity Completion Report (acquittal) within 2 months of completing the funded activity online at manningham.smartygrants.com.au . This report certifies that the activity and funding was carried out in accordance with the Agreement. It should include a completed Evaluation Framework, (not required for Small Grants) proof of expenditure of Council funds (receipts and invoices) and copies of marketing material used to promote the funded activity.
  3. Failure to provide a satisfactory acquittal may result in a funded group or organisation being deemed ineligible to receive any further funding from Council. Council’s reporting is directly linked to its requirement to report on how public funds are spent and whether funded groups and organisations have achieved the desired end result. While Council is committed to minimising administrative processes, it is also committed to the collection of high quality information that may be communicated across Council and the community.

Take part in one of the largest Citizen Science projects in the world while contributing valuable information about Manningham’s biodiversity.

About the City Nature Challenge

The City Nature Challenge runs from Friday 25 April to Monday 28 April 2025.

In this worldwide BioBlitz, cities compete to make the most observations of the most species by the most people.

Manningham is collaborating with more than 25 local governments to form the Greater Melbourne project.

How to participate

It is free, easy and fun to get involved.

During the 4-day window of this challenge, take photos of plants or animals and upload it to iNaturalist.

Your observations will be added to the Manningham iNaturalist projects (Manningham East or Manningham West) so that we can compete with participants from across Melbourne and all over the world.

All data gets added to Australia’s database of plants and animals, helping scientists with their research to improve outcomes for our environment.

To prepare for the challenge:

  1. Install the iNaturalist app on your mobile phone and create an iNaturalist account.
  2. Join the Melbourne City Nature Challenge 2025: Greater Melbourne Project.
  3. Start adding your observations.
