Manningham has one of the largest networks of open space in metropolitan Melbourne covering approximately 17 per cent of the municipality and including more than 300 parks.
This includes recreation parks, sporting reserves, natural areas and neighbourhood parks.
Our unique natural environment provides a sanctuary to 56 threatened animal species and is home to 22 per cent of Victoria’s known plants, including 11 species of state significance and four species of national significance.
A large section of the eastern half of Manningham is designated as a ‘Green Wedge’ area for the protection of our natural and rural environment.

Creating a clean and renewable future
As part of our response to climate change, we are continuing to focus efforts on building a cleaner, greener and more sustainable future. We are doing this by reducing emissions from Council operations, managing our energy/water/waste in smart, responsible ways and by building awareness, educating and empowering our community to do the same.
Tackling climate change
Climate change is already impacting our environment, liveability, our health and local economy and it requires an immediate and urgent response. We all need to work together — Council, the community, schools and businesses — to take action to address the impacts of climate change and work towards a more sustainable future.

What we are doing
Motion to declare climate emergency approved by Council
On January 28 2020, Manningham Council unanimously approved a motion to declare a climate emergency. This resolution acknowledged that we are in a state of serious climate and environmental change and that urgent climate actions were required.
Climate mitigation targets adopted by Council
On October 2021, Manningham Council unanimously adopted climate mitigation targets. These targets are:
- net zero greenhouse gas emissions by 2028 for Council operations
- net zero emissions by 2035 for the Manningham community
The climate emergency resolution and the net zero targets empower us to enhance climate action. Community feedback acknowledged a shared commitment with Council to increase action on climate change.
Draft Climate Emergency Action Plan developed
A Climate Emergency Action Plan was developed, outlining actions to address climate change.
Published Climate Emergency Response Plan
In July 2023 after further consultation, Manningham Council published the renamed Climate Emergency Response Plan. The Climate Emergency Response Plan (CERP) outlines the approach to addressing climate change and its impact on Manningham.
Key actions include:
- improved public transport and car share services
- increased electric vehicle charging infrastructure
- conversion to energy efficient LED streetlights
- expanding rooftop solar and batteries program
- household energy saving measures
- diverting food and garden organics (FOGO) waste from landfill
- incentives to recycle and repurpose materials
- preserving and strengthening local biodiversity and bushland reserves
- strengthening community education and awareness raising through workshops, events and activities.
100 per cent renewable energy at Council buildings and sports facilities
Manningham Council has signed the VECO electricity contract. VECO is an initiative involving 46 Victorian councils, known as the Victorian Energy Collaboration (VECO).
Thanks to the signing of this monumental contract, we will be able to make the following changes:
- End of 2022 - 100 per cent green electricity will be running:
- the Pines Shopping Centre
- Manningham Civic Centre
- MC Square
- Manningham Depot
- End of 2023 - Manningham netball stadiums and Aquarena will transfer to the contract as well.
- 1 January 2025 - all our electricity requirements will be powered by 100 per cent renewable energy. This includes:
- buildings
- street lights
- EV charging points
All this new renewable energy comes from two wind farms, located in Horsham and Dundonnell.
These awards recognise residents who’ve made exceptional contributions to the Manningham community through volunteer, unpaid or paid work.

Nominations
Find out how to nominate and how winners are selected.
Anyone can nominate for the Manningham Civic Awards.
To nominate someone for a Civic Award, complete the online nomination form . You can also pick up a hardcopy form from the Manningham Civic Centre.
Nominations must include:
- background about the nominee
- the reason for the nomination including how this person has contributed to the community and how the community benefited from these contributions
- the achievements of the nominee including a list of awards and acknowledgements
Attach copies of any photos, newspaper articles or documents that support your nominee’s contributions and achievements.
Provide at least one referee to support your nomination.
Each year, Manningham Council selects a judging panel to assess nominations and choose a recipient. The panel consists of three independent people, the Mayor and the Manager of the Grants and Events team.
Nominations for this year's Civic Awards open on Wednesday 22 May and close on Monday 22 July 2024.
Eligibility Criteria
Find out who can be nominated and what is required of the winners.
- Nominees must reside in Manningham.
- Self-nominations will not be accepted, except for community groups.
- Manningham Councillors, Manningham Council employees, State and Federal politicians are not eligible but are encouraged to nominate others.
- Award winners should be willing to share their achievements in the 12 months after winning, promote civic values and to reflect positively on the principles of the Manningham Civic Awards. This may include but is not limited to public speaking, promotional campaigns and having photos taken and displayed.
- The decision of the judging panel is final and no correspondence will be entered into in respect of the decision.
The Citizen of the Year Award is about recognising a Manningham resident who has made an outstanding contribution to improve the lives of our local community.
The Citizen of the Year should demonstrate a least five years of achievement in any field, including:
- community service
- community innovation
- philanthropy
- volunteer work
If you’d like to nominate someone as Citizen of the Year through an achievement made in a paid role, then please show us how your nominee has contributed to our community in addition to their paid duties.
Eligibility criteria
In addition to the general eligibility criteria above:
- Nominees must be over 25 years of age on 20 May 2024.
Selection criteria
The nomination must demonstrate that the nominee has:
- contributed to the community for a significant length of time – at least five years
- made a meaningful contribution to the community - above and beyond paid employment duties (if employed)
- been an inspirational role model within our community
- impacted our community widely through their contribution
- faced challenges and has shown the ability to go above and beyond.
The Young Citizen of the Year Award is about recognising a young Manningham resident who has made an outstanding contribution to improve the lives of our local community.
The Young Citizen of the Year should have demonstrated leadership qualities and have inspired others through their actions or by being a positive role model. The contribution can be made in any field, including:
- community service
- community innovation
- philanthropy
- volunteer work
If you’d like to nominate someone as The Young Citizen of the Year through an achievement made in a paid role, then please show us how your nominee has contributed to our community in addition to their paid duties.
Eligibility criteria
In addition to the general eligibility criteria above:
- Nominees must be under 25 years of age on 20 May 2024.
The Doreen Stoves Volunteer of the Year Award is about recognising a contribution made by a volunteer in the local community. This award honors Doreen Stoves for her inspirational work. Doreen worked for many years at Doncare and dedicated her life to helping others.
It highlights the contribution that is made by volunteers and those who often work behind the scenes to build a stronger and more caring community. The Doreen Stoves Volunteer of the Year award can be made in any field, including:
- community service
- civic engagement
- environment
- sport
- the arts
- education
- business
- advocacy
If you’d like to nominate someone for an achievement made through a paid role, please demonstrate how they’ve contributed to our community in addition to their paid duties.
The Community Organisation of the Year Award recognises community organisations, clubs or groups who have gone ‘above and beyond’ to improve the lives of the Manningham community. It can also recognise a specific project undertaken in the last 12 months that displays a positive impact to Manningham.
Nominees must be not-for-profit community organisations who’ve made a tangible difference to either:
- diversity
- acceptance and tolerance
- community spirit
- social connectedness in Manningham
Eligibility criteria
In addition to the general eligibility criteria above:
- Self-nominations by community groups are acceptable in this category.
The Sports Volunteer of the Year Award is about recognising a Manningham resident who has made an outstanding contribution by volunteering in our community.
This award recognises the contribution made by those who often work behind the scenes to build a stronger and more caring community. This award is specifically for those who volunteer to support sporting groups and clubs within our community.
If you’d like to nominate someone as Sports Volunteer of the Year through an achievement made in a paid role, then please show us how your nominee has contributed to the Manningham community.
We’re installing safety bollards at Tunstall Square Shopping Centre, Doncaster East.
When will the works take place?
Works will begin in early January 2024 and will take approximately two weeks to complete. This schedule may change depending on weather and programming.
What will be achieved?
We’re installing bollards along the footpath between 8 and 25 Tunstall Square, and 37 to 43 Tunstall Square.
- The bollards will better separate vehicles from shopfront pedestrian activity.
- They will protect against vehicles accidentally mounting the footpath while parking.
- The spacing is designed to have one bollard per car space, which is typical for these installations.
What should I expect?
There will be temporary disruptions to some parking spaces while we install nearby bollards. We will work in small sections to minimise any impact on centre users. Please keep alert for construction and move safely through the area while works are underway.

We’re improving safety and accessibility at Jackson Court Shopping Centre, Doncaster East, with a series of infrastructure upgrades. We’re completing the work in stages to minimise disruption.
Stage one
When will the works happen?
This stage is complete.
What will be achieved?
We will widen the footpath and install safety bollards along the southern shopfronts between Mitchell and Bullen Streets. This will better separate vehicles from shopfront pedestrian activity.
The bollards have been placed to protect against vehicles accidentally mounting the footpath while parking. The spacing is designed to have one bollard per car space, which is typical for these installations.
Please note that during construction, the bollards will appear as though they do not line up correctly until the line marking is adjusted. Linemarking will be completed after the footpath is widened, and bollards are installed in each section.
What should I expect?
Some parking spaces may need to be occupied temporarily whilst we widen the footpath and install the bollards.
Stage two
When will the works happen?
This stage is complete.
What will be achieved?
We will reconfigure the angled 90 degree parking to 60 degree parking along the main roadway (opposite the shopfront footpath works). This will improve safety by reducing the likelihood of collisions when drivers are simultaneously reversing from opposite sides of the road. It will also support the footpath widening by decreasing the width needed for drivers to turn into the parking spaces.
What should I expect?
Our contractor will work in small sections to make the necessary changes to the kerb to suit 60 degree parking. A small number of parking spaces will be temporarily unavailable depending on where works are occurring.
Linemarking will be modified to suit the 60 degree parking once the kerb works are completed.
Stage three
When will the works happen?
This stage will now be completed later in 2024, after the stage four works.
What will be achieved?
We will narrow the road at the pedestrian crossing south of Doncaster Road. This will reduce the distance pedestrians need to cross the road. Pedestrians will be more visible to drivers moving towards the crossing area.
What should I expect?
Once works at the southern end of the centre are complete, our contractor will move on to work at the pedestrian crossing. This work will be completed in two parts, with only one side of the crossing closed at any one time.
Entry from Doncaster Road into Jackson Court will be maintained at all times. At times, during this stage of the works, it will be necessary for us to detour traffic exiting the shopping centre. Traffic controllers will be on site to assist motorists and pedestrians in navigating the detour safely.
Stage four
When will the works happen?
Stage four is underway, with expected completion mid-year.
What will be achieved?
We'll construct a continuous walkway east to west through the centre of the main carpark.
This will provide a continuous path to the public toilets and central pedestrian crossings, reducing the need to walk along the carpark roadway.
What should I expect?
Our contractor will work to reposition the existing kerb around the trees to create a suitable width for pedestrians to walk on. This will be undertaken in stages to minimise the number of parking spaces affected at any time. The existing trees will be retained.
What else do I need to know?
Please keep alert for construction and move safely through the area while works are underway.

An exciting new water play area and improved café will be part of the major redevelopment of the outdoor area at Aquarena Aquatic and Leisure Centre.
The project's detailed design is now underway, following Council's endorsement of the Aquarena Outdoor Masterplan last August.
Our Mayor, Councillor Carli Lange, said the community is eagerly awaiting the redevelopment, which will bring Aquarena’s outdoor area up to the centre’s modern, state-of-the-art indoor areas.
“Around 2,500 people visit Aquarena each day, and we love welcoming the regular swimmers, local families, swim clubs, and community and school groups.
The centre is highly valued by the Manningham community and visitors alike,” Cr Lange said.
“This redevelopment will ensure the outdoor space continues to meet the diverse and evolving needs of the community for generations to come.”
We have appointed Co.Op Studios as the architect to design the new space, and bring the Aquarena Outdoor Masterplan vision to life.
“The design process has been informed by the Aquarena Outdoor Masterplan, which involved extensive consultation with community users and industry experts, to guide the redevelopment of the outdoor spaces,” Cr Lange said.
“I want to thank everyone who shared their passion and interest in the future of the outdoor space. More than 800 people provided feedback to inform the development of the Masterplan. We’re excited to be delivering what the community asked for, and more”, she added.
Feedback from the community and stakeholders emphasised the need for more seating, shade, change rooms, a fun water play area, better spaces for schools and clubs, and a sustainable design to reduce environmental impact.
“An enhanced café will now serve both indoor and outdoor areas. The new outdoor change rooms will be only metres from the outdoor pool, and the outdoor pool will now have ramp access and a swim wall to swap between 50 metre and 25 metre lanes,” the Mayor said.
Other enhancements include state-of-the-art landscaping and the electrification of outdoor pool equipment, marking another significant step toward achieving Manningham’s emissions targets.
“Aquarena is currently our largest gas user. Making the switch from gas to energy efficient heat pumps, we can heat the outdoor area in an environmentally sustainable way,” the Mayor added.
The replacement of the centre's 50-metre outdoor pool will take place at the same time as the redevelopment works.
“Aquarena’s outdoor area has a rich history of over 50 years and has been a source of community pride for generations. For many in our community, this is their backyard – we’re embracing the theme of your backyard to create an inviting space where our community can get active, play, socialise, host events and relax,” Cr Lange said.
“We’re excited to start sharing the draft designs and offering on site consultation opportunities in the coming weeks. We’ll also be connecting with various user groups to keep them informed as the project progresses,” she added.
The redevelopment works are planned to begin in late 2025, with project completion expected in late 2027.
