We’re holding two consultation sessions for footpath upgrades in Warrandyte and Wonga Park. Residents can drop in to review plans, ask questions, and provide feedback on five footpath upgrades coming to Warrandyte and Wonga Park in 2024.
The first session will be held at Warrandyte Community Hall on Wednesday, 29 November, from 4.00pm to 8.00pm. The second session will take place at Wonga Park Hall on Tuesday, 5 December, from 4.00pm to 8.00pm.
The footpath upgrade for Yarra Road (368 to Homestead Road) and Dudley Road (property 3 to Wonga Park Primary School) are identified in the Manningham Principal Pedestrian Network and will connect residents to primary locations.
The footpath upgrade on Pound Road aims to address community concerns around the safety of pedestrians and children on the existing path, particularly in narrow sections of the road.
Following the completion of stage one in August 2023, we’re also excited to present the designs for stage three and four of the Main Yarra Trail extension project, which once finished, will complete the connection from Warrandyte to the CBD.
Design considerations
When we design footpath upgrades, we take into consideration how the footpath can protect and enhance its environment, while also acknowledging the unique characteristics of Warrandyte and Wonga Park. We aim to balance this with our responsibility to offer safe, accessible, and environmentally friendly infrastructure that everyone can use.
Although informal footpaths made of dirt, gravel or crushed rock are characteristic of these suburbs, we have heard from the community about their concerns around safety and accessibility, particularly for those using prams or wheelchairs. Gravel and crushed rock paths have high maintenance and environmental costs.
The upgrades are set to provide safer and more accessible walking paths for residents and the broader community. This consultation process is designed to ensure the paths meet the needs of local residents.
At these sessions, you can also ask us for updates on other infrastructure projects in Warrandyte and Wonga Park. These include planned drainage improvement works, such as Jumping Creek Road, Everard Drive, and Melbourne Hill Road.

The Planning Minister’s assessment of the North East Link (NEL) Environment Effects Statement (EES) is not clear about how the project will manage the impacts imposed on Bulleen Park.
The design of the NEL project at Bulleen Park impacts seven hectares of community parkland. Several options have been put forward by the North East Link Project (NELP) to reconfigure the area and accommodate its users.
“We acknowledge the Planning Minister wants the surrounding stakeholders to negotiate a reasonable outcome for Bulleen Park and he clearly supported the development of new parklands along Templestowe Road to replace lost facilities,” said Cr Paul McLeish, Manningham Mayor.
“Unfortunately Minister Wynne’s decision last week failed to determine the way forward on Bulleen Park.
“Our preference is Option 4 in the EES which seeks to protect the existing ovals, aeromodellors and archery land and clubs, retains the golf course within its existing footprint and replaces lost soccer facilities.
“Our core objective is to preserve and protect valuable community open space and parkland from being consumed by the expansion of the Freeway Golf Course.
“We are also encouraged the Planning Minister has recommended protecting open space for future use. We will continue to pursue this this through the Bulleen Land use Framework Plan,” Cr McLeish said.
Council tabled a closing submission at the Inquiry and Advisory Committee (IAC) Panel Hearings regarding land use at Bulleen Park. Council’s primary position is the design of the project at Bulleen Road needs to be reconsidered to avoid impacts on Bulleen Park and other nearby land uses.
Manningham is committed to ensuring Bulleen Park’s aero modelling and archery clubs are not displaced as a result of the expansion of a golf course. The nearest alternative aero modelling club is located 23 kilometres away from Bulleen Park and the closest archery club offers facilities that only operate on weekends, as opposed to the clubs’ current operations at seven days a week.
“We will continue to work with relevant stakeholders and our neighbouring Councils to advocate that Bulleen Park remains an open space for all the community to enjoy,” Cr McLeish said.

It was smiles all round when the Park Orchards Community House and Learning Centre held a community celebration to bring people back together after lockdown.
The event was a great success with all the fun ingredients including face painting, farm animals, sausage sizzle and a food truck. Over 100 people attended, with ages ranging from 1 to 80.
Pauline Fyffe, Community House Centre Manager said it was important to engage people and make them feel welcome.
“We wanted to give people a chance to connect with others in the community. The event was a way for people of all ages to make new friends, do a tour of the centre and find out what’s on offer.
“There’s been many new families come to the area, so it was an easy way for adults and children to meet and have a laugh. The children loved petting the farm animals and having their faces painted.
"It was great to also see a lot of senior residents come along. We’re trying to prevent isolation and offer a place for lifelong learning with lots of courses and activities for all ages on offer.
“It’s nice to think that people could go home after the event and know they’re not alone - they can be part of the community and join us if they want to connect and take part.
“We’ve now had families and individuals return to the centre after being away for some time. They have re-enrolled into some of our programs and the centre is now buzzing again. “

Manningham Council is inviting feedback on parking in Manningham to help inform a review of its Parking Management Policy.
The policy guides the selection of on-street and public parking restrictions to help manage parking and traffic flow around Manningham.
This includes parking on local streets, around schools and reserves, near public transport and at local shopping strips.
Manningham Mayor Cr Andrew Conlon said the Parking Management Policy helps to manage on-street parking, including parking restrictions.
“We know there is increasing demand for on-street parking and we’re reviewing our policy to ensure it continues to meet the needs of the local area and our community,” Cr Conlon said.
“Car parking is important to everyone who lives and drives around Manningham – it’s a shared community asset. I encourage everyone to get involved by having their say as part of the Parking Management Policy review.”

The upgraded park and land along the Yarra River in Warrandyte, locally known as Lions Park, will be given an official Woi-wurrung name to reflect the language, culture and heritage of the local Wurundjeri Woi-wurrung people.
Following earlier consultation with key stakeholders, last week Manningham Council met with the Warrandyte Lions Club and Masterplan Community Reference Group, who showed support to adopt a Woi-wurrung name for the park.
Manningham Mayor Cr Andrew Conlon said Council’s commitment to reconciliation is underpinned by respect for the rich and complex nature of the Wurundjeri Woi-wurrung culture and heritage and thanked the Warrandyte Lions Club for taking up this important opportunity in reconciliation.
“While Council has committed to creating equity, equality and building relationships, and is close to finalising our Reconciliation Action Plan, reconciliation requires a commitment from the whole community,” he said.
“The Lions Club have shown their willingness to be a community leader by supporting this name change.”
In the coming weeks the precinct will be given a Woi-wurrung name approved by the Wurundjeri Woi-wurrung Cultural Heritage Aboriginal Corporation, honouring the original owners of the land.
“We would like to thank past and present members of the Warrandyte Lions Club of the last 40-plus years for maintaining the park and the tennis courts, as well as contributing $45,000 towards the latest exercise equipment,” Cr Conlon said.
Warrandyte Lions Club President David Englefield said it was an honour to look after the park and provide a much loved gathering space for the community over the last four decades.
“The Lions Club has always been looking to make a difference and improve the lives of the Warrandyte people and others in our community,” he said.
“Reconciliation is important and this is an incredible opportunity for us to work with Council and with due consultation, provide leadership in honouring First Nations communities.”
Works on the playspace upgrade are anticipated to begin early next year and completed by mid-2022.
The completed upgrade of the park will feature significant signage taking visitors on a journey through its history and the involvement of the Warrandyte Lions Club.
Manningham will continue to work with the Warrandyte Lions Club on recognising their contributions on a plaque and interpretive signage.
Manningham will continue to work with the Warrandyte Lions Club, Warrandyte Historical Society and the Warrandyte Community Association on the maintenance of the park to ensure it honours its past and present custodians.

A new landscape masterplan for Ruffey Lake Park has been given the green light, to make the park more accessible while preserving its diverse natural environment and historic qualities for years to come.
Following two rounds of community consultations and with more than 1,000 community members providing feedback, Manningham finalised the Ruffey Lake Park Landscape Masterplan 2021, giving the park a clear direction for its future design, development and management over the next 15 years.
Manningham Mayor Cr Andrew Conlon said the masterplan outlined Manningham’s commitment to open space that is connected, safe and accessible to the community.
“Thank you to everyone who took part in the consultation process, providing valuable input on the draft masterplan and priority works in the park,” he said.
The top elements the community are most excited about are:
new tree planting
path widening and additional connections
toilet and infrastructure upgrades, including changing places at The Boulevarde and new toilet at Church Road North
accessibility improvements including a new boardwalk and bridges
upgrades to the existing play space, including water play.
Initial works on the exercise stations and tree planting will begin by the end of 2021.
The Masterplan also makes considerations to projects identified in the Waldau Precinct Masterplan 2019 including a major upgrade of play equipment and a new café at Victoria Street Playground.

Manningham Council is creating a new urban park in Doncaster Hill and is inviting the community to co-design it.
The park, to be known as Hepburn Reserve, was identified as an important community initiative in the Doncaster Hill Strategy 2002 (revised 2004) and will provide additional open space to everyone living, working or visiting the Doncaster Hill area.
The new park will be located on Hepburn Road in Doncaster, between Walker Street and Gifford Street where Council have acquired several properties to make way for the new space.
The community is invited to share their ideas for the new park and can do so by completing an online survey or by attending a community park design event on Saturday 16 November 2019.
The community park design event will include free entertainment for the whole family such as coffee, face painting, a lemonade cart, drawing activities and games for the kids.
Manningham Mayor, Cr Paul McLeish, said he is very excited about the creation of a new park in Doncaster Hill and is looking forward to seeing the enduring benefits of this project in the community. “Open space is so valuable in our community, and for residents living nearby the addition of a new park in Doncaster Hill will be welcome news.

The masterplan has been informed by community feedback and proposes a series of upgrades for the area.
Key features of the masterplan include additional picnic facilities, seating and barbecues, an improved path layout, outdoor fitness equipment as well as new drinking fountains, signage, landscaping and public art elements. The masterplan also includes redesigning the car park at Lions Park.
Manningham Mayor Cr Andrew Conlon said the final masterplan provides a guide for the proposed works and improvements in Lions Park.
“Feedback from our community provided great insights into a shared vision for the park, which includes a space to relax by the river, community gathering, paths and walking tracks.
“This is a wonderful area of Warrandyte, the feedback from our community has helped ensure the Lions Park masterplan features places and spaces for the whole community to enjoy,” Cr Conlon said.
The masterplan has been developed following the VicRoads Warrandyte bridge widening project and the removal of the former tennis courts.
Funding for the implementation of the full masterplan is being sought. Council has allocated a total of $450,000 to the upgrade of Lions Park over 2019/20 and 2020/21.

Stage two of the Lions Park upgrade along the Warrandyte River Reserve is set to benefit from a $300,000 grant as part of the Victorian State Government’s Local Parks Program.
Manningham Mayor Cr Andrew Conlon said Manningham was successful in securing the maximum value of the grant per project from the Government’s $10 million program, and works are anticipated to begin early next year.
At the end of 2020, Manningham consulted with the community on the concept plan for a new playspace as part of the park’s upgrades.
“Thank you to everyone who provided feedback. We’ve reviewed these and have adjusted the final plan,” Cr Conlon said.
“The successful grant application will enable us to make the necessary amendments and carry out the works, improving the amenity of the park.”
The new upgrades will expand the existing playspace and aims to further connect the community with the natural habitat of Warrandyte.
The playspace is inspired by the animal crossing structure completed in stage one, and gives children the impression of moving among the trees like native animals. It will feature play opportunities for children of all ages and abilities.
Stage two works are anticipated to be completed in mid-2022.

The Victorian Government has introduced a simpler process now known as the Accessible Parking Permit Scheme. A new online system is available to help streamline the application process. Improvements include:
Permanent permits are valid for five years rather than three years
A new permanent disability classification has been introduced, so that reassessments are not required for future permit renewals
A new single and secure state-wide permit design that will reduce the misuse of permits
The inclusion of occupational therapists as assessors, in addition to GPs.
All existing Disabled Parking Permits will remain valid until their expiry date or until 30 June 2023, whichever date occurs first.

Wonga Park Community Cottage has transformed into a welcoming village space with a new community outdoor dining area to sit, connect and enjoy a cuppa.
Louise Schweiger, Manager of the Wonga Park Community Cottage identified the need for a local place where people could connect and share a coffee together.
“With the closure of the local village shopping centre at Wonga Park, places to grab a coffee and have a chat were few and far between.
“We heard about the Placemaking funding and thought it would be great to create a Covid-safe space outdoors, where people could feel welcome to meet and connect with each other.”
Designed to improve community partnerships, the outdoor seating area and planter boxes were installed to create a friendly, happy space.
“Council’s design team consulted with us and came up with a wonderful plan. They were mindful of the rustic bush surroundings where the seating and tables would be installed and reflected this in the wooden materials they used.
“The users of the Community Cottage really appreciate the initiative. What was a single use loading zone has now become a usable space. We’re now in the process of contracting a coffee van to visit the site.
Wonga Park Community Cottage collaborated with the local tennis club and adjoining Burch Memorial Kindergarten to determine how the outdoor seating area would meet their needs.
“The way it evolved was perfect. It already meets the needs of people attending the Community Cottage and will be a welcoming space for everyone in the community. We plan to use it for pop-up events for EACH Youth Services.
“Importantly this new outdoor community space can be used by people from the nearby tennis club, kindergarten, walking groups and wider community. It really fills the gap by connecting people and creating a little village space until the new shopping centre development comes online.”
The project was funded under Manningham’s Placemaking program.
Construction of the North East Link Tunnels is getting underway and parts of Bulleen Park will be used to support the major works.

Construction of the North East Link Tunnels is getting underway and parts of Bulleen Park will be used to support the major works.
When visiting Bulleen Park, you will notice new fencing installed nearby to the entranceway. You can drive in and out of Bulleen Park as you normally would and there is signage in place to assist you.
Bulleen Park will remain open for public use throughout construction of the North East Link Tunnels.
Bulleen Park will also undergo a major upgrade to football (AFL) and cricket facilities as part of the North East Link Project, with works expected to start in 2024.
The redevelopment will allow for continued use of the sporting and recreation facilities during the delivery and following the completion of the North East Link Project.
