The Bulleen Industrial Precinct is the only one if its kind in Manningham, with many businesses serving our community for over 40 years. Of the 110 businesses in the precinct, more than 80 will have land acquired and 1200 jobs may go as a result of the NEL. It is unclear what proportion, if any of this land will be available for industrial or other uses, once the project is complete.
We are concerned about the significant economic and social impacts with the loss of businesses, diminished employment and potential need for local employees to relocate to find alternative work. We are advocating for the best outcome for businesses and employees and call on the Victorian Government to ensure there is no net loss to the business community or employment opportunities within Manningham.
We want the Victorian Government to ensure impacted businesses are treated respectfully and fairly. The process of any land acquisition and compensation must be treated as a priority, to give businesses the certainty they need now, so they can plan for the future.
Higgins Panel Beating
Steve and John Higgins from Higgins Panel Beating have built generations of family around their business in the Bulleen Industrial Precinct. Now Higgins Panel Beating is set to be wiped out by the North East Link project.
To move would be starting business all over again, we survive here because of our reputation.
Dad started our business in 1961 and we’ve been here since 1977. I started working here when I was 16 and have grown up around the shop. These days I run things and have 5 family members and 5 employees who are also like family working for us. This is a real family business.
I don’t know what we’re going to do if we’re forced to close down because of the North East Link. If we move somewhere else we’ll have no business and everything this family has committed our lives to will be gone.

It’s not just a community of factories, it’s a community of people. Everybody in here are beautiful and nice people. Then you’ve got 500 jobs being lost here, but what about the ripple effect of all the small businesses around? You know I mean, it is massive when you look at it, you know? It is pretty massive. With over 20 years of partnership at Wallard Automotive, Brett Wallace and Rob Heward will be forced to close shop with the incoming construction of the North East Link.
About a year and a half ago the government knocked on the door and told us we’re going.
But they didn't suggest where. We’ve been told to go to Preston or Heidelberg but we can’t go there, our clients aren’t there and there are already a heap of businesses like ours. Here we have a long term lease which means our rent is affordable and we’ve got 11 years left. Last month we looked at a factory slightly bigger than ours and it is double the rent. If we lift our rent our prices go up and we lose customers anyway.
How is the government going to support us with this?

After 27 years of service at Bulleen Art and Garden, Alistair is asking questions that the North East Link can’t answer. Alistair is just one of many employees in the Bulleen Industrial Precinct who may lose their job to the North East Link.
We have 45 members of staff who are really nervous about losing their jobs.
The uncertainty is a killer. For the last 18 months, it’s been are we going and if so, when? But we haven’t been able to get those answers. If we do get to stay, then it’s the question of do we want to stay and be surrounded by masses of traffic and construction.
I’ve put a lot into this place. Sure I can find another job in a garden space, but nothing can replace the atmosphere and vibe here.

Bulleen Art and Garden's thriving community faces the threat of closure to accommodate the North East Link. Kat has been working at Bulleen Art and Garden for seven years but the community she enriches and the future of her job remains uncertain.

You can’t relocate the community we have. We want people to come back, we’re here to give garden advice for the long term. We’re all here because we’re passionate about plants and the industry. Santa Claus is coming to town… and he’s bringing Australia’s leading lady, Rhonda Burchmore, with him.
Following last year’s cancellation, Manningham Carols by Candlelight will return to Ruffey Lake Park on Friday 10 December with Rhonda Burchmore as MC, a string of international and local performers and a selection of Melbourne’s best food trucks.
Manningham Mayor Cr Michelle Kleinert said this year’s event marked 40 years of Carols by Candlelight in Manningham.
“Carols is such a magical event where we’re surrounded by family and friends among a sea of glow sticks, singing some of our favourite songs together,” she said.
“Often people tell us it doesn’t feel like Christmas until they’ve been to Carols, so we’re looking forward to welcoming our community back and celebrating together.”
This year’s event will kick off with pre-show entertainment from popular children’s entertainers Bethany Fisher and local favourites, The Veneto Club Choir. The main concert will feature legendary entertainer Rhonda Burchmore, some of our best up and coming local entertainers and Santa.
This year’s Carols will go ahead under strict COVID safe conditions with the area fenced and capacity limits. All attendees need to pre-register their attendance before the event.
All attendees over the age of 12 years and two months will need to provide proof of full vaccination and check in via QR code upon entry.
Fireworks are scheduled around 10.00pm. Please ensure all pets are secured in a safe and comfortable location to avoid any distress.
Road closure and parking restrictions will be in place in streets surrounding Ruffey Lake Park. Residents will be informed about road closures and permits before the event.

Manningham Council completed an upgrade of Sharon Reserve in Doncaster earlier this year and is now inviting the community to a planting community event on Tuesday 13 September to celebrate.
Completed as part of the 2015/16 Neighbourhood Park Development Program, the upgrade included installing a new playground, landscaping, new seating and walking paths within the reserve.
The celebration event will include planting activities and provide an opportunity for the local community to enjoy the new park and playground.
The new playground includes a slide, swings, spinner, climbing hut and opportunities for nature play.
The new walking paths, including a new circuit path around the reserve provide a link to Chapel Court and the neighbouring retirement village.

Next week is Dementia Action Week and provides an important time to learn more about those in our community who live with this diagnosis every day. We speak to local Donvale resident Brian Quirk who was diagnosed with Alzheimer’s Disease, a form of dementia, in 2017, and his wife Mary about what it is like to live with dementia.
It was months before his formal diagnosis that Brian started noticing some signs that made him wonder if he may be in the early stages of dementia. He contacted Dementia Australia and got a booklet and found himself relating to a number of indicators mentioned, and then spoke to his family.
Mary, who has worked with people with dementia, their son Ben and daughter Amy, a nurse, had also noticed signs. Brian met with his GP and then other doctors and finally a diagnosis was made.
“I can’t remember the early days of it,” Brian says. “But it wasn’t an overnight thing. It was very gradual. Once the diagnosis came my GP was very helpful and that was really appreciated. He referred me to a Geriatrician who I very much respect who said there was no reason why I shouldn’t get on with my life and so that’s the approach I have taken. From a personal perspective I just want to be treated normally.”
This vigour for life and living it to the full comes across strongly when speaking to Brian. He has a razor sharp sense of humour and quick wit and he is a true raconteur as he tells tall stories peppered with jokes while his wife Mary laughs along saying, “Take that with a grain of salt!”
“My friends are true blue and they have been a big source of support. Although,” he jokes, “It wasn’t a chore telling them as most of them aren’t too bright anyway.”
Mary says their friends have been really supportive, which has been very helpful for them as she knows that some people find it really hard to accept that their loved ones will change.
“Our friends have been amazing,“ she says. “Brian and I started courting when we were 16 and we have many friends from that era, with some newer friends too. A lot of them have Brian’s sense of humour so they take the mickey out of him, but they have also been extraordinarily supportive.”
“But even more importantly, Brian has owned his dementia," Mary continues. "It’s a huge thing and from my point of view has been pretty wonderful. We need to accept it. And I admire him so much for accepting it."
Mary says it’s important to be really upfront in talking about the diagnosis and the future.
“You do need to talk about it. Both Brian and I as a couple and also us as a family. To really face it. This is a grieving process for all of us, both family and friends. And it’s been important realising that it is. And accepting that it is that way,” she explains. “You still need to plan for the next stage of your life. It’s all about management of it as well. And living as normal a life as possible.”
“Our daughter has been very involved as well. She adores her Dad, as does his son Ben, and Amy has been a big player in this. As a nurse, her experience working in aged care and ‘navigating the health system’ has been a big help to all of us.”
Brian and Mary both emphasise the importance of having practical, reliable information and support of healthcare professionals and services once you have a diagnosis. They are active members of the Manningham Dementia Alliance Group and appreciate how proactive it is within the community.
Brian says the most important thing for people who have been diagnosed with dementia is to know that is not the end of the world.
“It’s a life changer but it is not leprosy, it can be dealt with,” he says. “It’s not a fun time but given it’s there it’s a matter of making it work. You can still live a good life, notwithstanding the challenges. So while it’s important to plan for the future you can still do the things you love and enjoy.”

Hello everyone. Earlier this month I was invited to speak with Virginia Trioli on ABC Radio Melbourne. This was a fantastic opportunity to talk about what we're doing in Manningham and to also hear about some things that are important to our community. If you missed it, ABC Radio Melbourne have kindly allowed us to upload it here on our website. You can listen to the full interview below.
We had a great chat about the need for a dedicated youth mental health service in Manningham and we talked with residents about transport, traffic and planning issues.
In fact, those issues are linked: limited public transport means our youth are facing travel times of around two hours to access Commonwealth-funded youth mental health services — often involving multiple bus routes and long walking distances.
We want to improve safety across Manningham. And that means better roads, footpaths, naturestrips and parks, and better access to services that improve our community’s mental wellbeing, health, and connectedness.
There were also a few really important questions in the Facebook comments that Virginia and I didn’t get a chance to chat about. Thank you for sending those through. I’ve put together my responses here and look forward to more conversations with you on the radio, online and out in the beautiful suburbs of Manningham.

Why doesn’t Manningham Council have a robust Urban Design Framework?
This is a fantastic question and something we’re really passionate about.
Right now, we are working on the Liveable City Strategy 2040 (LCS). That’s our plan to improve the liveability of Manningham. We’ll be getting feedback from the community, asking what you care about in regards to urban design and liveability.
Your feedback will help us create a high-quality urban environment for our long-term future; a place where people feel safe and connected and have choice in where they live work and play.
The LCS provides an aspirational long-term vision, framework and implementation plan for the preferred urban structure, built for public realm outcomes.
The LCS will be out on public exhibition later in the year.
What are you planning for your citizens to get into the city without three changes of buses?
I often speak with residents who have the same concerns about buses to the city and our local Park and Ride facilities.
We’ve been advocating for the State Government to undertake a review of the bus network in the Eastern suburbs. We know — and we agree with you — that it is a matter of urgency.
We’re also advocating for a dedicated bus way and mass transit solution for our City.
Recently, the NELP announced that the new Bulleen Park & Ride is being fast-tracked and will be open by late 2022.
We are also advocating for a bus route along the future Stage 2 SRL route to build demand along the North/South route.
What are you doing to help the infrastructure keep up with the increased housing density you are approving in Manningham?
This is a topic that our residents are passionate about and we are too.
We’re working closely with the State Government to get the best outcomes for our residents as they deliver major transport infrastructure projects to meet the growing population. The North East Link will take pressure off many local and arterial roads throughout Doncaster Hill.
We’ve told the State Government that we want a train station in Doncaster Hill, a dedicated Busway along the Eastern Freeway and Bus Rapid Transit high-capacity bus route along Doncaster Road. We’re continuing to advocate for general improvements to the bus network and bus services to and from Doncaster Hill.
We’re delivering a new park on Hepburn Road, new bike path connections in and around Doncaster Hill and more bus shelters and pedestrian crossing points on Tram Road and Doncaster Road.
When will more than one parking space per new dwelling be mandatory to get some parked cars off the roads so we can actually drive on them? I’d hate to drive a garbage truck on some of those streets!
Clause 52.06 of the Manningham Planning Scheme requires new developments to provide two off-street car spaces for every dwelling that has three or more bedrooms.
It can be a challenge in some of these roads for garbage trucks. If needed, we will make changes to parking restrictions to ensure traffic is able to flow and that essential large trucks (like garbage and fire trucks) are able to access these areas.
What are the traffic management plans for when the Bunnings and hotel next to Westfield opens up?
With the new Bunnings development, the Department of Transport required a number of changes along Doncaster Road and the nearby intersections. These roadworks are almost complete and will cater for the expected flows. We’ve seen a lot of issues with workers parking in the nearby streets. Hopefully these will ease when the development is completed. We’ll be monitoring the traffic once it is completed and will make changes if needed.
Why doesn’t Manningham collect food waste for composting?
We need help from the State Government to access an organic processing facility and we’re investigating how and when such a service could commence across the municipality. Stay tuned.
What are you doing to protect our green wedge?
As part of the Council Plan, our goal is to ‘protect and enhance our environment and biodiversity’. And we’re doing a lot of work to protect Manningham’s Green Wedge area:
maintain 40 Council bushland reserves and other green spaces with weed and pest animal control and revegetation
support landholders with Local Environment Assistance Fund (LEAF) grants and advice for weed and pest animal control and revegetation
support landholders with woody weed removal and bushfire mitigation
support landholder and environment group pest deer monitoring and control program with LEAF grants and advocating for more State Government leadership and support for this growing problem
provide biodiversity protection advice for Council capital works projects including the Jumping Creek Road upgrade and for State projects such as North East Link and the Fitzsimmons Lane upgrade
provide advice with planning permit applications and vegetation removal compliance work
community engagement programs such as the recent City Nature Challenge
support for local environment and landcare groups.
What's the percentage of Council employees, managers on up, who are actually residents of Manningham?
We do have a significant number of employees who live locally. However, our recruitment policy supports appointing the best candidate for the job. Locality of the employee is not a selection criteria. We make sure that we engage the person with the relevant qualifications, appropriate prior work experience and who are a fit for the culture of the organisation. We do not discriminate by only employing people living in the Manningham Council area.

Porches are the silent heroes of our suburbs during the pandemic, enabling us to connect and interact with our communities without putting each other at risk.
The annual Global Porch Placemaking Week is back again from 27 September to 3 October and we’re encouraging Manningham residents to ‘activate their front porch’ and breathe life into our streets and neighbourhoods.
Since the start of the pandemic, residents have ‘activated’ their porches with projects that bring joy to the community, including decorating front windows with children’s artwork, teddy bears peering through windows, book exchange and chalk drawing.
Manningham Mayor Cr Andrew Conlon said there’s never been a more important time for connection than in times of lockdowns and restrictions.
“Porch placemaking could be a driving force in helping communities stay connected and foster comradery and neighbourliness,” he said.
“The possibilities are endless when it comes to making your ‘space’ into a ‘place’.
No project is too large or too small.”
During Global Porch Placemaking Week, residents can pin drop their project onto an international map and share their project around the world.

Manningham Council will host its first ‘virtual’ citizenship ceremony this month to officially welcome our newest Australian citizens to the community.
In partnership with the Department of Home Affairs, Manningham will conduct online ceremonies via secure video link, to enable people to continue to become Australian citizens during the COVID-19 situation.
Manningham Mayor, Cr Paul McLeish, recognised the importance of citizenship for migrants in our community.
“Many people in our community have already chosen to commit their futures to Australia and share their heritage and culture with our community,” he said.
“Citizenship ceremonies are an important celebration for many as they officially become citizens in our community,”
Current health advice around COVID-19 means it has not been possible for traditional, in-person citizenship ceremonies to be held since March 2020.
Manningham Council will be hosting virtual citizenship ceremonies every Wednesday from 17 June, naturalising 50 people each time to officially welcome the many residents that have been waiting to become citizens.
Application for Australian citizenship are still accepted during this time, however, citizenship interviews and testing have been put on hold.
“We are pleased to continue to deliver these important and special ceremonies using technology,” Cr McLeish said.

Online Citizenship Ceremonies are now being conducted by the Department of Home Affairs. Once restrictions have eased, ceremonies will recommence.

The campaign raises awareness about the impacts violence against women have on their physical, psychological, social, sexual, financial and spiritual well-being.
While family violence is experienced by both men and women and people of all backgrounds, cultures and abilities, it’s clear men and women do not assault each other at equal rates or with equal effect. Around 95 per cent of violence, whether women or men, experience violence from a male perpetrator. Experiences of violence are also gendered, with men subjected to violence mostly from men in public space, and intimate partner violence happens more often to females from men they know in their own home. Women are also far more likely than men to experience sexual violence and violence from an intimate partner, and with more severe impacts.
Regardless of gender, violence against anyone is unacceptable. As a community, we must address the underlying cause of violence against women – gender inequality.
We are calling on the community of Manningham to join us to promote, advance and champion the human rights of women and girls.

This year's theme is #HearMeToo, which features the voices of family violence. By hearing the powerful stories, we learn about the impacts of violence and what we can do to prevent gender-based violence.

Do you remember your favourite childhood place in nature? Where was it? How did you find it? How did you feel when you were there?
Manningham is home to one of the largest open space networks in metropolitan Melbourne, but due to technology and lifestyle changes, children are spending less time outdoors than they did a generation ago.
Nature Play Week 2015 (from Saturday 11 to Sunday 19 April) is an opportunity for families to reconnect with nature and explore our many parks and reserves.
Nature Play Week is a state wide initiative of The Kids in Nature Network, supported by Sport and Recreation Victoria. It promotes the benefits of natural spaces and their limitless options for children to play and imagine.
One of the highlights of this year’s event in Manningham is the screening of Project Wild Thing. Project Wild Thing is a film led movement to get more kids (and their families) outside and reconnecting with nature.
The film is suitable for all ages and there will be two free screenings at the Doncaster Playhouse on Wednesday 15 April. Bookings are essential.

One of the silver linings of the past few difficult months has been the often beautiful, joyous poignant and occasionally quirky artworks we’ve seen as part of the Arts Manningham project When in Lockdown.
When in Lockdown is one way artists and budding artists in our community have been documenting their experience of living through the COVID-19 pandemic and its associated periods of lockdown.
Local artist Irma Koulouris submitted the piece featured above called Geraniums are Underrated, completed in pencil and gouache and digitally altered. In her submission, Ms Koulouris explained:
“Staying within my radius has provided me with an opportunity to re-examine and re-appreciate domestic suburban spaces. Restrictions have provided me with time to observe gardens and houses within my vicinity in a new way. The Geranium is a symbol, an often overlooked one, of Melburnian gardens. It is very nostalgic, with an indescribable warm, potent scent that is unlike anything else. The viridescent camouflage is everywhere and we never notice it. an ode to the Geranium.”
When in Lockdown welcomes submissions of original works of visual art, writing, music, sound art, performance and design.
Over the coming months, selected works will be shared our webpage, social media channels and Manningham Matters. Artists of the works that are selected and shared will receive an artist fee of $150 for their submission.
We’re also looking for workshop ideas that can be run online as part of the project. Please provide workshop proposals with your artwork submission.

Westerfolds parkrun is a weekly free 5km community walk, jog or run event. It’s a positive, welcoming and inclusive experience where there is no time limit and no one finishes last.
Whether it’s running, walking or volunteering, participating in parkrun allows you to learn new skills, enhance your health and happiness, enjoy the outdoors, make new friendships, connect with your community and improve your overall fitness.
One of the best things about parkrun is you can just turn up and run, walk or jog. You just need to register online and bring along your allocated barcode with you which you receive via email. You can also participate with one furry friend or a baby and pram as well.
Westerfolds parkrun only happens because of the fantastic volunteers that make sure the event is set up, run successfully and packed away each week. There are plenty of volunteer opportunities to get involved in and they are always looking for more volunteers.
So why not grab your family and friends this Saturday morning and join in the next parkrun.

When the 2020 Olympic Games begin in just over a week, no one will be more excited than Donvale’s Brendon Smith. The 21 year old will represent Australia in the 400m and 200m individual medleys. Brendon grew up in Manningham and attended Our Lady of the Pines Primary School and Yarra Valley Grammar.
After a lead up like no other, Olympians, including some from Manningham, are finally heading to Tokyo to compete.
We wish all our athletes the very best of luck and look forward to celebrating their achievements with them when they return.

Manningham residents are encouraged to plant an indigenous tree or habitat shrub and learn more about our environment this National Tree Day after a number of koalas were sighted around our municipality.
Celebrated on Sunday 1 August, National Tree Day is a call to action for all Australians to put their hands in the earth and give back to their community, by planting a native tree or plant in their own backyards and learning about our environment.
Due to the COVID-19 situation, this year’s Manningham’s tree planting event will not go ahead, instead residents are invited to learn more about our habitat through a free webinar about home habitat gardening.
Manningham Mayor Cr Andrew Conlon said it’s very exciting to hear so many koalas have been sighted recently at Westerfolds Park in Templestowe, along the Warrandyte River Reserve and in Wonga Park.
“The rise in koala sightings have highlighted the importance of habitat restoration,” he said.
“Koala’s are very fussy eaters so we’re continuing to plant Manna Gums along our waterways and Long Leaf Box Eucalyptus along our hill tops, both of which are koala’s favourite foods.”
Manningham has partnered with Sustainable Gardening Australia to host an informative and practical webinar on Wednesday 28 July.
Residents can learn how they can make their gardens an inviting space for local fauna to visit and live.

We’re supporting VicHealth’s This Girl Can campaign again in 2021, encouraging women in Manningham to get active during the week of Monday 22 March to Sunday 28 March.
Research shows that half of Australian women don’t get enough exercise. A big part of women not trying new activities or getting involved in sport is a fear of being judged or not feeling fit enough to start. Indeed, twice as many women than men put off getting active because they’re worried about what other people think.
This Girl Can is about celebrating women getting active, regardless of their background, ability, age or body shape. The campaign aims to empower women by helping them focus on how getting active feels, rather than on what people may think.
During This Girl Can week, sport and recreation clubs and facilities in Manningham will be offering free or low cost activities for women and girls, to encourage them to get active and have some fun in a supported and friendly environment.

Local community organisation Kevin Heinze Grow knows the value that gardening can bring to our lives and how it can be important for our health and wellbeing.
This is why they’re providing free social gardening chat sessions for garden lovers who are interested in coming together to talk about plants and how to grow them.
These informal 30 minute sessions held on Zoom will provide opportunities for gardeners of any style to ask questions, share gardening tips and get inspired to prepare their garden spaces for spring.
The sessions will run on alternating Mondays and Tuesdays from 1.30pm to 2.00pm, with the next session taking place on Tuesday 25 August. Join for one session or join in each week.
