Jackson Court Pop-Up Park
Manningham Council and the Victorian Government invested $200,000 in an exciting new temporary pop-up park and activation program at Jackson Court. The pop-up park was constructed at the start of December 2020 and decommissioned on 19 April.
The aim of the project was to revitalise the neighbourhood centre, improve community connections and support local businesses. The project funding facilitated activation of the space with pop-up park infrastructure, performers, arts activations, events, live music and food activities. The pop-up dining space was COVID-safe, with regular cleaning and social distancing requirements.
We worked with local traders and the community to successfully manage the pop-up space and encouraged continual feedback so we could make the space even better. Some traders expressed concern regarding the loss of car parking. We listened and amended the footprint of the pop-up park by removing only 16 car spaces, instead of 23. These changes ensured we met the project objectives without compromising the terms of our funding agreement. Importantly, the objectives of the project will still be met by delivering benefits for the Jackson Court traders.

Smart Cities – Reinventing Neighbourhoods at Jackson Court Neighbourhood Centre
We partnered with the Australian Government to implement new smart technologies at Jackson Court Neighbourhood Centre in Doncaster East under our Smart Cities - Reinventing Neighbourhoods program. Our Smart Cities - Reinventing Neighbourhoods program uses a range of smart sensors to gather data to better understand the community’s use of the Jackson Court Neighbourhood Centre and to help us improve the community’s experience of the centre.
We conducted research in the community to better understand how the community uses the neighbourhood and how we can plan for the future.
Smart Sensors
Works began in November 2019 and finished in March 2020 with new sensors installed to gather real time data of vehicle use, pedestrian movement and environmental conditions e.g. pollution, heat, noise at Jackson Court Neighbourhood Centre. We want to understand how visitors move through the centre, their modes of transport, how long they stay and what activities they undertake. The data helps us plan for parking, pavements and infrastructure and to make more attractive for residents and visitors to the area. The data will be used by local business and community groups to plan events and promotions at Jackson Court Neighbourhood Centre.
Data and your Privacy
The new sensors record non-identifiable data in accordance with our privacy policy. No personal or identifying information is collected and no cameras have been installed. Data extraction is used for analytical and business intelligence reporting. This information will help us better understand the vehicle, environmental and pedestrian sensor data gathered from Jackson Court Neighbourhood Centre, which will help make better informed decisions at the precinct. The data will be provided in a report to the Discovery Group and Traders Association at Jackson Court Neighbourhood Centre.
Liveability Assessment
We partnered with the Victorian Department of Health and Human Services (DHHS) and RMIT’s Healthy Liveable Cities Group to produce a neighbourhood liveability report for Manningham. Initially focused on the Jackson’s Court Neighbourhood Centre, this study was expanded across all 281 neighbourhoods of Manningham. The Liveability Assessment of the Neighbourhoods of Manningham provides an analysis of 16 different social, economic and environmental liveability indicators of health, to better understand the liveability strengths and challenges across the municipality.
Discovery Group – Shaping the future of Jackson Court
We formed a Discovery Group of traders, residents and community leaders who meet regularly to help plan the future of the Jackson Court Neighbourhood Centre. Decisions made by the group will be informed by the ‘smart data’ – such as what trends and seasonal factors affect the number of visitors to Jackson Court – and will help in planning for a stronger and more vibrant neighbourhood centre. We will listen to and assess the group’s proposals and will assist to advance them into actions through planning, capital works and budget processes.
Manningham Council has adopted its 2020/21 Annual Budget with a focus on cost-effective service delivery, community support and relief.
Developed during and in response to the coronavirus (COVID-19) situation, the 2020/21 Annual Budget features an operating budget of $132 million to deliver more than 100 community services with $3 million set aside for COVID-19 community relief. A $49.9 million capital works program will see continued investment in local infrastructure upgrades.
Manningham Mayor, Cr Paul McLeish said as well as significant funding for community services and important infrastructure projects, the budget includes a range of COVID-19 measures designed to support community members in need.
“We have developed this budget for and with our local community. As we find ourselves in extraordinary times, we are aware of the devastating impacts of this crisis and the evolving impacts on our community from a health, social and financial perspective.
“We’re committed to continuing to support our community through the impacts of this pandemic and have designed a budget with relief measures for local businesses, residents, community groups and clubs in 2020/21.
“We’re also continuing to invest in community infrastructure and the employment benefits this delivers.” Cr McLeish said.
Some of the COVID-19 relief measures featured in Council’s 2020/21 Annual Budget include:
- Special payment arrangements for those experiencing financial hardship
- An increase in the Low Income Rate Rebate from $64.25 to $100
- Additional support services for older residents
- 50% discount on footpath trading and trader parking permits
- 50% discount on food and health premises registrations
- A new local business development program
- Rent and lease relief plus subsidies on utilities costs for clubs and community groups
- The introduction of a COVID-19 community relief fund.
Manningham rate payers will not see an increase in waste service charges, despite significantly increased costs to Council resulting from a 30% increase in the State Government’s landfill levy. In line with the State Government’s rate cap, Council’s 2020/21 budget includes an average general rate increase of 2.0%.
“This year we have identified a range of initiatives to deliver in the final year of our four year Council Plan across the themes of healthy community, liveable places and spaces, resilient environment, prosperous and vibrant economy and well governed Council.
“Our $49.9 million capital works program includes funding for road and drainage works, parks and playspace upgrades, improvements to footpath and cycle paths, community buildings, recreation facilities and more.
“Some of the feature projects include the major upgrade of soccer facilities at Pettys Reserve in Templestowe, improvements to Lions Park within the Warrandyte River Reserve and $800,000 for playspace upgrades in various parks across Manningham, as part of our new 10 Year Park Improvement Program” Cr McLeish said.

The lights are on and everybody’s home, Manningham Art Gallery’s first exhibition of the year, Empty Streets and Stacked Chairs, documents life in the final two weeks of Australia’s first COVID-19 lockdown in May 2020.
Photographers Bill McAuley and David Wadelton captured this historic moment in a series of poignant images featuring deserted shopping centres, desolated streets, closed schools and masked baristas.
Manningham Mayor, Cr Andrew Conlon said the exhibition has allowed us to document a shared experience from the pandemic and tells many stories of our community and how we’ve been affected in different ways.
“The exhibition tells a tale of the perseverance of the human spirit during an unprecedented time, and explores fear and adaptation with a glimmer of hope shining through,” he said.
“It provides a portrait of Manningham and a snapshot of the different experiences our community has gone through, whether sad or heart-warming.”
The exhibition opens on Tuesday 2 February and is on until Saturday 27 March at Manningham Art Gallery, 687 Doncaster Road, Doncaster.
In person and online artist talks with photojournalists Bill McAuley and David Wadelton are also scheduled during February. Bookings essential.

One of the silver linings of the past few difficult months has been the often beautiful, joyous poignant and occasionally quirky artworks we’ve seen as part of the Arts Manningham project When in Lockdown.
When in Lockdown is one way artists and budding artists in our community have been documenting their experience of living through the COVID-19 pandemic and its associated periods of lockdown.
Local artist Irma Koulouris submitted the piece featured above called Geraniums are Underrated, completed in pencil and gouache and digitally altered. In her submission, Ms Koulouris explained:
“Staying within my radius has provided me with an opportunity to re-examine and re-appreciate domestic suburban spaces. Restrictions have provided me with time to observe gardens and houses within my vicinity in a new way. The Geranium is a symbol, an often overlooked one, of Melburnian gardens. It is very nostalgic, with an indescribable warm, potent scent that is unlike anything else. The viridescent camouflage is everywhere and we never notice it. an ode to the Geranium.”
When in Lockdown welcomes submissions of original works of visual art, writing, music, sound art, performance and design.
Over the coming months, selected works will be shared our webpage, social media channels and Manningham Matters. Artists of the works that are selected and shared will receive an artist fee of $150 for their submission.
We’re also looking for workshop ideas that can be run online as part of the project. Please provide workshop proposals with your artwork submission.
