Manningham Council has recently applied for a planning permit for the construction of the proposed $17.9 million multi-use stadium at Mullum Mullum Reserve.
The proposed stadium includes five multi-use sports courts, seating for up to 500 spectators, amenities and a café. The facility will cater for a range of sports such as basketball, netball, badminton and volleyball. The facility will be critical to addressing the shortage of court space throughout Manningham.
Manningham Chief Executive Officer, Joe Carbone, said the stadium development is a key feature of the Mullum Mullum Reserve Management Plan. The Plan, endorsed by Council in 2014 also proposes additional improvements at the reserve including upgrades to the existing sporting facilities, improvements to landscaping and the construction of better pedestrian and cycling links throughout the reserve.
“Manningham has a growing demand for court space for a range of sports including basketball, netball, gymnastics, badminton and table tennis, so the stadium development will play a pivotal role in freeing up valuable space at our other highball stadiums.”
“Mullum Mullum Reserve is one of this city’s wonderful recreation and sporting precincts and the proposed works will enhance this major community asset,” he said.
The planning permit application for the construction of the stadium is on public exhibition from Wednesday 19 August until Wednesday 9 September. Submissions should be made during this time; however Council can consider all submissions up until the day a decision is made on the application.
As part of the exhibition and planning permit application process, a community drop-in session will be held at the Donvale Hockey and Bowls Pavilion at the Mullum Mullum Reserve, at the corner of Reynolds and Springvale Roads, between 2.00 pm and 4.00 pm and 6.00 pm and 8.00 pm on Wednesday 26 August.
Members of the community are invited to attend the community drop-in session to speak to the project architects, specialist technical consultants and Council officers.
Following the public exhibition period, a report will be prepared for Council to make a formal decision on the planning permit application.
Subject to planning approval, construction of the stadium would commence in late 2016, with the facility expected to be open to the public by the middle of 2018.

Manningham Council’s Community Grant Program is now open for local not-for-profit organisations or community groups to apply.
The annual grant program supports local groups and not-for-profit organisations offering grants between $3,001 and $20,000 across three funding streams: Community Development, Arts, and Festival and Events.
Manningham Mayor, Cr Carli Lange strongly encourages community groups and not-for-profit organisations to get involved this year.
“We’ve seen some excellent community outcomes from the grant program, and I hope to see more groups and organisations participating in 2024.
These grants strengthen our community and bring us together by furthering opportunities to connect.” Cr Lange said.
Grants can be used to improve or expand existing programs, or launch new initiatives.
Former grant recipient and President of the Doncaster Junior Football Club, Corey Bakes said the community grant program allowed their club to run a ‘Footy for Fun’ multicultural inclusion program for children from diverse backgrounds.
“With the help of a community grant, we were able to reach over 70 children from over 30 different countries.” Mr Bakes said.
The Community Grant Program is aligned with Council’s Health and Wellbeing Strategy to build a healthy, safe, resilient, connected and inclusive community. The three funding streams are designed to support Manningham’s diverse community, bring people together and strengthen relationships.
“Grants also create opportunities for our community to take part in arts, culture, festivals and events. They attract visitors, and support for our local business, benefiting our community as a whole”. Cr Lange said.
Additionally, Council offer Small Grants of up to $3,000 for community strengthening and up to $1,500 for equipment purchases, with applications open all year and assessed quarterly.

Dog and cat registrations help ensure that lost pets can be quickly reunited with your family, giving you peace of mind should your pet ever go missing.
When your puppy or kitten reaches 12 weeks of age, they need to be microchipped and registered with us. Registrations are renewable every year by 10 April.
Once your pet is registered, we will send you a tag for your pet that will help us return them to you if they ever go missing.
Discounts apply for pensioners and approved organisations. There are also discounts for desexed pets. When you renew your registration, simply show us a vet certificate as proof of desexing.

Community education organisation Pines Learning is accepting 2021 enrolments for its Victorian Certificate of Applied Learning (VCAL), which provides a practical learning option for students in Years 11 and 12.
The Pines Learning VCAL program has been a part of the Manningham community since February 2008. It has allowed young adults to complete their final years of secondary schooling in an engaging, supportive and inclusive environment. Students who would have otherwise been unable to see a clear path to complete their education have been able to succeed.
Students from this year’s 2020 class described the environment at Pines Learning as welcoming and friendly, with an approach that changed their attitude to education.
VCAL enrolments for 2021 are open now and are ongoing throughout the year. Interested students can attend information sessions and tour the facility before deciding to enrol.

In July, 2013, the Minister for Planning introduced new residential zones, the Residential Growth Zone (RGZ), General Residential Zone (GRZ) and Neighbourhood Residential Zone (NRZ), requiring all Councils across Victoria to apply them by 1 July, 2014.
In Manningham these news zones will replace the current Residential 1 and Residential 3 Zones.
At the April Council meeting, Manningham Council endorsed the preparation of Amendment C105 to introduce the new residential zones into the Manningham Planning Scheme.
Manningham Mayor, Cr Jim Grivokostopoulos said Manningham’s well developed Residential Planning Framework means Council is well placed to provide a “policy neutral translation” of its new zones.
“The introduction of the newly named zones will provide more certainty for local residents and developers.”
“Although the names of the zones will change, the overall intent is that a development that would be permitted under the current zone would also be permitted under the new zones.”
Cr Grivokostopoulos said residential growth is a reality and with it comes an increasing demand for more diversity, affordability and housing choice.
“Council needs to plan and manage how we will respond, in a considered way, to meet the diversity of demand within the City driven by new households, changing housing preferences, affordability, an ageing population and migration.”
“Good planning helps us manage where density should occur and in what shape and form to assist in maintaining quality urban character,” he said.

The Environment Protection Act 2017 creates a General Environmental Duty (GED) that applies to all Victorians from 1 July 2021. The GED requires anyone conducting an activity that poses risks to human health and the environment from pollution and waste, to minimise those risks.
If you own or use an onsite wastewater management system (OWMS), including septic tank systems and secondary treatment systems, the GED applies to you. It also applies to how you construct, install, alter, operate and maintain the system, deal with faults or system failures and manage your waste.
For the purposes of section 50(2)(b) of the Environment Protection Act 2017, please be advised that your permit application for an on-site wastewater treatment system that includes a sand filter treatment plant will not be complete until such time as EPA has granted an exemption under section 459 of that Act from providing a certificate of conformity. Council will submit your section 459 exemption application to EPA on your behalf. EPA must make a decision to grant or refuse the exemption application within 15 days of receipt. If EPA grant the exemption, Council has 42 days to assess your complete permit application.

The Minister for Local Government has announced the new electoral structure for Manningham. The new structure was gazetted today and will apply to the 24 October Council election. Manningham will now have nine single Councillor wards, a change from three wards with three Councillors each.
The new ward names are:
The Minister for Local Government selected the ward names, taking into consideration feedback received via community consultation undertaken by Manningham Council in May this year.
In total Council received over 160 contributions on ward names in Manningham during community consultation, with a strong preference toward names that reflected Manningham’s connections to the area’s history and future.
Manningham Mayor, Cr Paul McLeish said “We’re disappointed that the timeframe given to us by the former Minister for Local Government didn’t allow us enough time to engage the Wurundjeri Land Council on names for Manningham’s new wards.”
“In the future Council would like to engage further with the Wurundjeri Land Council to consider appropriate, permanent Indigenous names to be put forward to the current Minister for consideration.”

If you are part of a community group or organisation delivering programs that involve or benefit the local community, now is the time to apply for funding through Manningham Council's Community Small Grants Program 2015/2016.
The Small Grants Program provides small grants of up to $3,000 to not-for-profit organisations to deliver projects and programs that involve and benefit the Manningham community.Round one of Small Grant applications opens on 1 September and closes on 30 September 2015.
With three funding rounds per year, there are also further opportunities to apply in March and May of 2016.
Grants are available for eligible recipients to make small equipment purchases or deliver community projects. These projects may include providing an opportunity for local community groups to participate in civic life or socially connect with other community members, or to make a cultural and/or artistic contribution to the Manningham community.

Manningham Council has announced additional coronavirus (COVID-19) financial relief initiatives to support small business and community sport organisations.
A new dedicated $140,000 Business Grant program will provide support to local businesses to assist their financial recovery, while winter sporting clubs will be able to apply for rent and fee relief for the upcoming 2021 season.
Trader engagement with more than 600 local businesses has highlighted a need for increased cash flow and the ability to access additional funds. The new grant program will be available to Manningham based businesses to support a range of business operations such as e-commerce activities or promotional campaigns to attract customers.
The rent and fee relief for winter sporting clubs follows Council support during the 2020 sporting season, which included waived rent, fees and utility costs. Club eligibility will be in accordance with Council’s financial hardship criteria.
Manningham Mayor, Cr Andrew Conlon said these financial incentives will help to keep local business and winter sporting organisations afloat in these unprecedented times.
“Council is committed to help local business and sporting organisations make it through the impacts of coronavirus (COVID-19) and assist in their financial recovery.
“Our local businesses have been impacted by the pandemic and its various restrictions over the past 12 months. We are pleased to extend further support through a dedicated business grants program this year.
“We know many of our sporting clubs experienced financial hardship during the 2020 winter sports season and want to continue to support these groups as they recover in 2021 and embark on this year’s season,” Cr Conlon said.
These initiatives are part of a suite of financial support Council has provided to the Manningham community. To date, Council has provided over $4.62 million in targeted COVID-19 financial relief through a range of initiatives to help our community.

Local learner drivers have a reason to celebrate, as the L2P Program for L-plate drivers is back on the road for the first time since April last year after being suspended due to COVID-19 restrictions.
The TAC L2P Program assists learner drivers under 21 years of age who do not have access to a supervising driver or vehicle, to gain the 120 hours driving experience required to apply for a probationary licence.
Thanks to the Vermont Lions Club’s generous donation of a brand new Hyundai i30 to the program, we now have two cars to cater for the needs of young learner drivers in Manningham and Whitehorse who face significant barriers in getting their mandatory 120 driving hours.
