We’re making a series of upgrades throughout Doncaster Hill - designed to improve the way our community lives, works and enjoys this neighbourhood.
These works form a part of our infrastructure planning for this area and the long standing Doncaster Hill Strategy.
Open space upgrades for Doncaster Hill
Designing for a new park in Doncaster Hill
July 2020 to July 2021
We are currently in the detailed design phase with demolition and construction to commence in the second half of 2021.
This park will provide additional open space to everyone living in the Doncaster Hill area.
To be located on Hepburn Road in Doncaster, properties have been acquired to make way for the new community park.
Walker Reserve has been upgraded
November 2019 to December 2019
Walker Reserve received an upgrade including a new path, bench, trees and vegetation on site.
A new spring balance toy was installed for children to enjoy.
The upgrades are designed to make the park more accessible and enjoyable for the local community.
Making Tram Road safer for our community
Investigating a new U-turn lane on Tram Road
Investigating a new U-turn lane to be built on Tram Road to provide motorists with a safe and legal location to perform U-turns. The new lane would also help to reduce the number of illegal U-turns being performed outside of the Applewood Retirement Village.
Pedestrian signals at the Applewood Retirement Village
The Federal Government has committed to funding new pedestrian signals on Tram Road outside of the Applewood Retirement Village in Doncaster. The new signals will help residents to safely cross Tram Road and access the adjacent bus stop.
The Victorian Department of Transport is managing this project and responsible for the timing of its delivery. We support this project to improve safety and access for pedestrians on Tram Road.
Creating more connections through local streets
Extension to Hepburn Road including a shared path
Hepburn Road has been extended from Walker Street to create a connection through to Clay Drive. Due to Covid restrictions, we are still finalising the shared path connections for pedestrians and cyclists but the road is now open to commuters. These improvements will enable easy access for local residents wanting to enjoy the new community park on Hepburn Road.
New traffic lights at the Tram Road and Merlin Street intersection
New traffic lights will be installed at the intersection of Tram Road and Merlin Street.
These lights will assist traffic flow through the southern area of Doncaster Hill, help residents to easily access Tram Road and create a safer road environment for all users.
In February, Council unanimously agreed to seek a judicial review into the Inquiry and Advisory Committee (IAC) Environment Effects Statement (EES) hearing process and the Minister’s assessment of the EES. The Directions Hearing for the Supreme Court challenge is scheduled for 24 April, and the Supreme Court hearing will be later in the year.
Irrespective of this, we will continue to work constructively with NELP and the State Government to ensure the interest of our community remains at the forefront of any discussions.
NEL early works are being delivered by PCB Contractors with underground works and site investigations such as borehole drilling to occur throughout the proposed alignment. Residents may notice access pits and launch shafts in the Bulleen area. Any concerns about early works should be directed to NELP by contacting their hotline on 1800 105 105.
In late 2020, the contractor for the construction of the North East Link will be announced. We will work with this contractor to help influence the final design and advocate for the commitments we have asked for to offset the impacts of the project.
Construction of the new tunnels is expected to commence in 2021 and works to the Eastern Freeway are anticipated to start from 2023.

We love our pooches in Manningham. You've told us which dog friendly parks get your dog's wag of approval and here are your top 5 revealed.
Get out and about and test out one of the top 5 on your next walk.
5. Finns Reserve
Perfect for dogs who love a long walk.
Duncan Street, Lower Templestowe
The surrounding bushland trails of Finns Reserve will let you and your dog be one with nature and keep away from the hustle and bustle of the streets.
In open spaces near Wombat Bend enjoy a game of fetch or tug of war. Don't forget that you will need to keep a distance of 15 metres from the playground.
Located near the Yarra River and managed by Parks Victoria, the off leash area at Banksia Park gives you stunning views while both you and your pooch stretch your legs.
If your furry friend wants to run off lead, the Cherry Blossom Loop of Banksia Park is fenced so you can easily keep your eye on dogs who may like to wander.
You can also pop a leash on your pet and take a walk around the rest of Banksia Park. Bring a rug and a bite to eat and enjoy the picnic perfect park.
The perfect place for your dog to show off to their doggy friends.
Eastway Avenue, Donvale
This is a great place for you to train your furry companion, for socialisation or agility training.
Aranga Reserve is Manningham's dog activity hub. The fully fenced dog activity centre will help keep your dog safe while they socialise with the other dogs.
Energetic pups can jump, crawl and climb using the range of agility equipment on offer at Aranga Reserve
Why not make it a family outing, and bring a picnic to eat at the nearby picnic tables and let your children have fun on the playground.
Head to Warrandyte for your next dogs' day out and let them take in the sights and smells that beautiful Warrandyte has to offer.
Sit by the tranquil and picturesque Yarra River and simply watch the world go by. Or explore the walking trail with your canine companion, enjoying the natural bush area.
Finish your day with a treat at one of the many local cafes - a great day out for humans and dogs.
Enough space for your dogs to roam to their heart's desire - it’s the park that has it all
There are plenty of walking tracks throughout the park or if running wildly through the grass is your dog's thing, then Ruffey Lake Park is all their doggy dreams come true.
If all that running has made you and your pooch thirsty, then refresh at one of the pet friendly drinking fountains.
With plenty of playgrounds, barbecues, picnic tables and toilets, you can make it a full day outing with the whole family.
To protect vegetation in the park, there are some areas that are fenced, so please remember to keep your dog out of these areas. Plan your next trip to Ruffey Lake Park with your dog.
We're creating principles to guide good design for neighbourhood activity centres and inviting the community to contribute.
With the population expected to increase to more than 140,000 people in the next 12 years, activity centres will play an integral role in accommodating urban growth and development in Manningham.
The Activity Centre Design Concepts include objectives under six key themes:
Building height
Residential interfaces
Architectural presentation
Public realm
Sustainability
Access and car parking.
Manningham Mayor, Councillor Carli Lange said, “We want to hear from the community on how we can best accommodate growth and development, while ensuring that our activity centres and surrounding neighbourhoods maintain their liveability”.
“If you’re a resident, chances are you regularly visit at least one of our vibrant activity centres across the municipality,” Cr Lange said.
“We want to ensure that they continue to provide desirable destinations for people to live, shop, work and play – offering a range of retail, office and business opportunities, housing, community and education facilities,” Cr Lange added.
Community feedback on the Activity Centre Design Concepts will help inform the development of our draft Activity Centre Design Guidelines, which will be exhibited for community consultation in 2025.
The guidelines will be used to assess planning permit applications in activity centres as part of the Manningham Planning Scheme.
Our short survey closes on Sunday 16 June.
Participants to the survey will have the chance to enter the draw to win a $100 Westfield gift voucher.
With Council's endorsement of the Activity Centre Design Concepts at the 23 April 2024 meeting, these sessions also provide us with an opportunity to hear your views on how we can best manage growth across our activity centres.
We'll also be inviting feedback on the Victorian Government's plan for Victoria - the first statewide strategy to guide Victoria's growth until 2050. We want to make sure that the State Government considers what our community values when they develop their plan.
We hope you can join us to discuss these key strategic projects.

Water is a valuable resource and plays a vital role in connecting us all. It is fundamental to the health and wellbeing of our community, as well as the resilience and liveability of Manningham.
National Water Week (16-22 October) celebrates water innovation and achievements supporting Australia's sustainable future.
We are undertaking various flood and stormwater management initiatives, aimed at building a more resilient and liveable Manningham and to facilitate robust planning for the future.
This includes developing a draft Integrated Water Management Strategy, which will identify opportunities to adapt to a more water constrained future. We’re also undertaking flood mapping for Manningham in partnership with Melbourne Water to better understand flood risk.
Water management is a shared responsibility. To achieve greater environmental, social, cultural and economic benefits, we’re working closely with:
Yarra Valley Water
Melbourne Water
government departments and agencies
Manningham’s Flooding and Stormwater Management Community Reference Panel, and;
the broader community.
Manningham Council is also a member of the Yarra Catchment Integrated Water Management Forum. The Forum provides a collaborative platform across the water industry to oversee, support and, where necessary, facilitate water’s contribution to resilience and liveability.
We can all contribute to a sustainable water future.
We encourage you to take a look Yarra Valley Water’s Target 155 voluntary water efficiency program. Target 155 encourages metropolitan Melbourne households to use water efficiently, aiming to limit water use to 155 litres per person per day.
We also welcome Yarra Valley Water’s plans to address discharge from ageing septic systems, which contribute to pollution in Mullum Mullum Creek. This will improve water quality in Mullum Mullum Creek and downstream in the Yarra River. A piped sewerage system is proposed to be constructed in a key area of Park Orchards by 2030. Manningham Mayor Cr Andrew Conlon said the community was invited to name their favourite playspace in an online poll open until 5 February.
“One of the key themes of Council’s four year strategic plan is fostering healthy communities,” he said.
“With more than 300 parks and 150 local playspaces, Manningham has one of the largest networks of open and recreation spaces in metropolitan Melbourne.”
Through strong partnerships with the community, Council aims to create a healthy, safe and connected community with inviting places and well maintained community infrastructures.
“We want to know which playspaces are most popular to our community and why,” Cr Conlon said.
“It will assist Council in supporting healthy lifestyles, improve our community’s general wellbeing and encourage more young families to visit.”
The poll is available on Council’s website www.manningham.vic.gov.au/top-5-playspaces and is open to everyone until 5.00pm, Monday 5 February, with the results revealed shortly after.

The hottest trends in sustainable fashion are expected to be set at Manningham Art Gallery’s upcoming exhibition, Beach Couture: A Haute Mess.
The exhibition from 27 February to 30 March will feature wearable pieces, created by international artist Marina DeBris, from objects and rubbish collected from suburban beaches.
Beach Couture: A Haute Mess encourages viewers to reflect on the use of single-use materials and ‘fast fashion’, and the ability of materials to be transformed and reworked for new purposes. It is an area of growing interest and responsibility in the fashion industry.
Manningham Mayor Cr Paula Piccinini said the exhibition highlighted the ever-growing problem of pollution in our waterways, created in part by our contemporary reliance on single-use items.
“We can all play a part in preserving and protecting our waterways,” she said.
“What enters the stormwater systems finds its way to smaller creek and eventually down the Yarra River and into Port Phillip Bay. Everything is connected and everything we do impact the waterways.”
Marina Debris said this exhibition also challenged audiences to question their own efforts in sustainability.
“I really want people to think about reducing, reusing, recycling and repurposing or re-gifting fashion, rather than dump them on the street and see them end up as beach pollution or landfill,” she said.
The exhibition also includes two public programs: a Fashion Conscious Tour that visits the Costume Collection in Bulleen, exploring the social history of Australian Fashion and a free Fashion Drawing Workshop led by an artist from the Manningham Art Studios.
Beach Couture: A Haute Mess is part of the Virgin Australia Melbourne Fashion Festival Arts Program.

Nearly 300 people attended the Community Safety Forum held on Wednesday 7 December at Manningham Civic Centre.
The Forum, organised by Victoria Police with the support of Manningham City Council, Neighbourhood Watch and the Manningham Crime Prevention Facebook Group, brought together community members to raise awareness of safety issues and crime prevention, and discuss safety concerns and ways to work together in the future.
Manningham Mayor, Michelle Kleinert said, “It was a great opportunity to hear directly from community members about the safety issues they are most concerned about, and Council was delighted to support the Police on such an important issue as helping our community feel and be safe.
“It was also great to be reminded how lucky we are to live in a safe place like Manningham with crime rates the lowest in the Eastern Region of Melbourne, and the second lowest in the whole Metropolitan region.”
Forum speakers included crime prevention officers from Victoria Police, Manningham Council officers, representatives of Manningham Neighbourhood Watch, the Manningham Crime Prevention Facebook Group, the Youth Support and Advocacy Service (YSAS) and the Australian Federal Police.
Local Area Police Commander, Inspector Paul Breen, said, “Crime fighting and crime prevention can only be achieved when local police and the local community work together, form partnerships, build strong local preventative strategies and, above all, take responsibility for our local safety concerns.”
Speakers covered topics such as home safety, reporting a crime, emergency management, online and social media safety, the impact of alcohol and drugs, and crime prevention programs.

Manningham Council is calling on the community to shine a light on a local hero and nominate them for a 2019 Manningham Civic Award.
Nominations for the Civic Awards officially opened on Saturday 1 December with five categories, including:
Citizen of the Year
Young Citizen of the Year
Volunteer of the Year
Sports Achiever of the Year
Community Achievement Award.
Manningham Mayor, Cr Paula Piccinini, said the awards provide the perfect platform to recognise those who have made an outstanding contribution to our local community.
“Every day, there are people volunteering in our local sporting clubs, community groups and other programs, who make a huge difference to the lives of others. This is our chance to say thank you and to celebrate them”.
Last year’s Sports Achiever of the Year, Fiona Huber, was nominated by Templestowe Cricket Club where she has played for over 20 years and is heavily involved in volunteering.
“When I was nominated I was so overwhelmed. One of my greatest experiences as Sports Achiever of the Year was being given the opportunity to speak at the opening of the Mullum Mullum stadium. As a sportsperson that moment really meant a lot to me,” Fiona said.
Ms Huber said if someone knows a local hero, she would encourage them to make a nomination.
“It’s great to be recognised for the work you do and it makes all those early mornings, sacrifices and things like standing in the rain even more worth it,” she said.
For more information or to nominate, visit manningham.vic.gov.au/civicawards. Nominations close Tuesday 30 April 2019 at 4.00pm.

Manningham Council is partnering with the Manningham Women’s Friendship Group at this year’s International Women’s Day lunch to fundraise for disadvantaged Cambodian women.
The event will feature guest speaker, Melissa Noonan, co-founder and CEO of Limbs4Life, sharing her story about being an above-knee amputee and the journey of amputees in a third-world country.
Founder of Manningham Women’s Friendship Group, Helen Jurcevic OAM, said landmines remained a major problem in Cambodia.
“After three decades of war, the country has one of the highest rates of amputees in the world,” she said.
“More than 40,000 people have a missing limb as a result of stepping onto landmines.
“When a farmer ploughing a rice field steps on a landmine, they are killed or maimed and can no longer work to support their family.”
Money raised at the event will go towards helping young women develop new skills to make a living as they suddenly become the main breadwinner in their families.
“We want to raise enough money to enable 25 impoverished girls at the Arrupe Centre to receive an education and elevate them out of their cycle of poverty,” Helen said.
Manningham Mayor Cr Paula Piccinini said the day was more than celebrating the achievements of women around the world.
“It’s also recognising the challenges women face locally and internationally,” she said.
“We are very excited to welcome Melissa, as guest speaker and one of Australia’s most versatile media personalities, Lucy Holmes, as MC.
“Our IWD event is an opportunity for our community to help make a difference in the lives of these young Cambodian women.”
The event will include a two-course lunch, drinks, raffle prizes and a live auction. Proceeds from raffles and the auction will go towards the initiative.
