We advocate for you
Advocacy is an important way for us to provide a voice for the community on issues that matter. This is an essential role of local government.
We are advocating to influence state and federal governments to fund important priority projects around planning, transport, infrastructure and services.
Bus Rapid Transit (BRT)
Manningham is the only municipality in metropolitan Melbourne not serviced by either a tram or train. Therefore, our buses are crucial to how our residents move around.
The Doncaster corridor Bus Rapid Transit (BRT) proposal is Council's public transport priority, as it can provide Manningham residents with a direct mass transit public transport connection to the CBD at a cost-effective and shorter timeframe.
Jumping Creek Road in Wonga Park
Jumping Creek Road Wonga Park is in a unique and environmentally sensitive area. The road is being upgraded to improve safety for all users, including motorists, cyclists and pedestrians, whilst also protecting our wildlife and vegetation.
The works are expected to cost up to $21 million over the project life. This is a significant burden for the Manningham community, and we seek contributions from all levels of government to enable this project to proceed.
5 Ways intersection
5 Ways is a complex staggered intersection on State controlled arterial roads in Warrandyte South that experiences significant congestion and has a poor safety performance.
This intersection experiences significant congestion and has a poor safety performance, with one serious injury, and five other injury crashes in the past five years.
Other advocacy issues
The North East Link project
The North East Link is Victoria's largest road project. The needs of our community and surrounding environment must be considered, before, during and after construction.
Suburban Rail Loop
We're advocating for a Doncaster Station to be included in the first phase of construction of the Suburban Rail Loop.
Youth mental health
We are seeking increased local access to youth mental health services in Manningham. We support the delivery of a headspace facility to meet demand and create meaningful impacts.
We welcome the announcement of funding for a service and will continue to advocate for local delivery.
Affordable housing
The Eastern Affordable Housing Alliance (EAHA) is a formal collaboration of six councils working to address the housing affordability crisis in Melbourne’s eastern metro region.
Better public transport
We are seeking accelerated funding by State Government for more bus services to meet growing demand and infrastructure improvements to improve the reliability and frequency of the local bus network. Key to this, is larger capacity buses and more services during peak periods to be provided on the Doncaster Area Rapid Transit (DART) SmartBus network.
We are also advocating for the implementation of a Bus Rapid Transit (BRT) connection between the CBD and Doncaster as part of the North East Link Doncaster Busway project.
Doncaster Rail
We will continue to advocate for a heavy rail line between the CBD and Doncaster. We are strongly advocating to ensure that the North East Link project preserves a future alignment for Doncaster Rail, and that the design of the Doncaster Busway is delivered in a manner that allows it to be transitioned to heavy rail, once buses the bus system reaches capacity.
Doncaster Hill public transport infrastructure
Improved transport infrastructure through Doncaster Hill will unlock and complement regional opportunities for improved access to jobs, educational and health facilities and to other community and social services.

JamFactory ICON Angela Valamanesh: About being here is Angela Valamanesh’s exploration into the interconnectedness of life on earth – between human, animal, and plant beings. This life view, first felt intuitively by the artist; is reinforced through her ongoing research at leading libraries and scientific institutions both in Australia and abroad.
“I believe that art like science can help teach us about who we are, what we are made of and in doing so show us the importance of recognising that we are part of a whole.” Angela Valamanesh
Inspired by the symbiosis between science and poetry, Angela Valamanesh’s artworks elicit intrigue and a strong sense of personal investigation as she manipulates seemingly familiar anatomical, botanical, and parasitic forms in beguiling and unusual ways.
Primarily known for her biomorphic ceramic sculptures, this exhibition also celebrates the artist’s evocative drawings, watercolours, and mixed media works from her developing style of the late 1990s until present.
Historically, links have been made between the human form and plant species, not only structurally but also through language: the family tree, our roots, or a severed limb, while early medicine made connections between plants that resembled parts of our bodies and their therapeutic effects on those body parts.

About the artist
Angela Valamanesh was born in Port Pirie, South Australia in 1953 and currently lives and works in Adelaide. Angela holds a Diploma in Design in Ceramics from the South Australian School of Art (1977), a Master of Visual Arts from the University of South Australia (1993), and a PhD from the University of South Australia (2012).
Her drawings, ceramic objects, and watercolours are the result of an incredible depth of research, referencing complex scientific, historic, and philosophical ideas. Angela’s imagery stems from micro- and macro- biology, historical anatomical and botanical illustrations, natural history collections, and rare books.
Valamanesh’s oeuvre is populated with the animal, vegetable, and mineral with glimpses of microbes, bacteria, pathogens, and spores. Valamanesh’s works elicit ambiguity and present a strong sense of personal investigation. In the artist’s own words:
“It is important that the work is not prescriptive but offers the viewer the opportunity of personal engagement with the work and time to reflect on their own personal experiences.”
Instrumental in Valamanesh’s bourgeoning visual arts practice was her Samstag Scholarship undertaken at the Glasgow School of Art. This residency resulted in the seminal work For a long while there were only plants, 1997, and is the point of departure for this exhibition. This artwork – a watercolour, pen and ink work on paper and dipped in wax – is a repository for images and ideas that have fuelled Valamanesh’s practice ever since.

The Manningham community has welcomed a new Mayor - Warrandyte resident, school teacher and mother of three, Councillor Carli Lange.
The Yarra Ward Councillor was unanimously elected to the position by her peers at last night’s Annual Meeting (2 November 2023).
Cr Lange is a passionate advocate for the local community with her fellow councillors praising her for her energy, impartiality, empathy and work ethic.
Cr Lange will be supported in her new role by Deputy Mayor, Cr Laura Mayne who was also elected unanimously last night. Cr L Mayne congratulated Cr Lange and said the new Mayor was truly deserving of the role as a compassionate, community-oriented leader, deeply connected to her community.
“Manningham is so lucky to have someone leading them with a heart as big as Cr Lange,” Cr Mayne said.
This sentiment was echoed by outgoing Mayor Cr Deirdre Diamante.
“I know you will be a wonderful Mayor. You have a really strong spine and warm heart and that’s what we need in a Mayor. “I’m sure your school students will be extremely proud and what an amazing example of a leader you are for them.”
Manningham Council CEO, Andrew Day congratulated Cr Lange on behalf of the organisation.
“We will wrap our arms around you and have no doubt you will be up to the challenge,” Mr Day said.
“You are approachable and easy to work with. You have a really strong sense of getting the job done and we will do everything we possibly can to make this one of the greatest years of your life!”
Cr Lange said she was blown away by the support of family, friends and community, and committed to her fellow Councillors priorities of governing with diligence, transparency, inclusivity and efficiency.
Cr Lange added that she would serve with open-mindedness and empathy while upholding the organisation’s values and achieving the growing community’s priorities through the Council Plan.
“We are lucky to live in this city, where we value sustainable, healthy living, a sense of belonging and respect for one another,” Cr Lange said.
“Let’s enjoy this year together; let’s bring out the best in each other and let’s work with all levels of government to bring about the best outcomes for our community.
“Let’s provide a solid foundation, ensure efficiency and stability. Let me work with you as your Mayor for we are Manningham!”
The Councillors and Mr Day thanked outgoing Mayor, Cr Deirdre Diamante for her valued contribution and leadership over the past year.
Cr Diamante lead with poise and passion. Among her many achievements during the Mayoral term, Cr Diamante worked tirelessly to raise awareness and advocate for people living with dementia, her dedication resulting in Manningham’s first dementia-friendly cafe.
Cr Diamante’s term also saw the roll out of the Food Organics Garden Organics (FOGO) and community bus services.
Cr Diamante said it had been an honour to serve as Mayor in the city where she grew up and that she had enjoyed building relationships with community members from all walks of life.
Cr Diamante said she particularly enjoyed one-on-one meetings with residents and welcoming 1400 new citizens to Manningham.
“We’ve done a lot of work this year Councillors and we’ve achieved all of this together.”

Residents will continue holding the key to carsharing in Manningham, following a successful 18-month trial.
Together with GoGet, we have extended the trial in Doncaster Hill and Tullamore Estate to July 2025.
Carsharing allows you to hire vehicles on demand, by the hour, or by the day, and without the parking hassles when you’re done.
It’s one of the ways we’re working to improve our transport network and provide more sustainable, cost-effective options. Carsharing can help reduce:
- car dependency
- traffic congestion
- parking demand
- greenhouse gas emissions.
According to the GoGet Annual personal Survey 2023, the most important factors for Manningham residents choosing to join GoGet is to access the wide range of vehicle types and make trips that are inconvenient by other transport modes.
“Car share availability was excellent for afterhours activities which would have been more difficult through hire car services,” Manningham resident (GoGet Annual Personal Survey, 2023).
Since the trial launched in November 2022:
- GoGet membership increased by 30% in Manningham to almost 600 members.
- 200+ metres of street parking freed-up
- 118.25 tonnes of CO2 emissions avoided in 2023
- 458,000km of private vehicle travel prevented
There are six car share vehicles located at various locations in Doncaster Hill and Tullamore Estate.

That's a wrap up for this year’s Mayoral Charity Gala with over $50,000 raised to go towards dementia focused initiatives, including Memory Lane Cafés for local residents living with dementia, and their carers.
Partnering with MannaCare, Council hosted 250 guests who enjoyed food, dancing and entertainment at the annual fundraising dinner on Friday evening 8 September at the Manningham Function Centre.
Manningham Mayor, Cr Deirdre Diamante, shared her gratitude for those who supported this event.
“I feel very humbled and grateful for everyone that took part, it means the world to me to have received such support for this cause,” Cr Diamante said.
“All proceeds will go directly towards initiatives for dementia awareness, including the creation of an inaugural Memory Lane Café at MannaCare’s facility in Doncaster.”
A Dementia Australia model - a Memory Lane Café is a place for people living with dementia and carers to interact and connect within the community, in a welcoming and comfortable environment.
“Dementia Australia has seen many benefits from these cafés, including reducing the risk of isolation that often comes with a dementia diagnosis,” Cr Diamante said.
“My hope is for Manningham residents and carers to remain connected during a time that often leaves you feeling alone. Following the launch and establishment of the café at MannaCare we will work with MannaCare to explore opportunities for additional cafes in other parts of the municipality.”
“We’ve had such a wonderful response from the Gala, and I’m so incredibly proud of Manningham’s community spirit. So many people have asked us if they can still donate to support this initiative," Cr Diamante added.
For a short time MannaCare will continue to take direct donations for people who were unable to attend.
MannaCare Chair, John Bennie PSM was thankful to partner with Council and fundraise for this year’s Mayoral Charity Gala.
“The event was most successful – it raised a significant amount of money for a cause of great importance in the Manningham community,” John said.
“Council is known to support so many (people), addressing so many conditions (like dementia) – and should be recognised and commended for that effort,” he added.

Residents will continue holding the key to carsharing in Manningham, as more people seek the alternative transport option.
Following a successful 18-month trial in Doncaster Hill and Tullamore Estate, Manningham Council and GoGet agreed to extend their carsharing trial to July 2025.
Carsharing offers individuals the opportunity to access vehicles on demand for short periods of time – with fuel, insurance, registration and maintenance all covered.
Manningham Mayor Cr Carli Lange said she is pleased to see residents benefiting from using car share, while also contributing to improved community outcomes.
“Carsharing can deliver significant health, economic, environmental and community benefits,” Cr Lange said.
“It’s one of the ways we’re working to improve our transport network and provide more sustainable, cost-effective options for our community.
With people driving less and owning fewer cars, we’ll continue to see reduced traffic congestion, greenhouse gas emissions and on-street parking demand,” she said.
Since the trial launched in November 2022:
- GoGet membership increased by 30% in Manningham to almost 600 members.
- 200+ metres of street parking freed-up
- 118.25 tonnes of CO2 emissions avoided in 2023
- 458,000km of private vehicle travel prevented
The most important factors for Manningham residents choosing to join GoGet is to access the wide range of vehicle types. They are also relying on the service to make trips that are inconvenient by other transport modes.
In response to GoGet’s Annual Personal Survey 2023, a Manningham resident said: “Car share availability was excellent for afterhours activities which would have been more difficult through hire car services.”
This initiative has been identified and guided by Council’s Liveable City Strategy 2040, Transport Action Plan 2021 and Doncaster Hill Modeshift Plan 2014.
The extended trial does not preclude other car share companies from operating within Manningham, including peer-to-peer services.

We’re holding two consultation sessions for footpath upgrades in Warrandyte and Wonga Park. Residents can drop in to review plans, ask questions, and provide feedback on five footpath upgrades coming to Warrandyte and Wonga Park in 2024.
The first session will be held at Warrandyte Community Hall on Wednesday, 29 November, from 4.00pm to 8.00pm. The second session will take place at Wonga Park Hall on Tuesday, 5 December, from 4.00pm to 8.00pm.
Both sessions will cover five footpath upgrades: Yarra Road, Dudley Road, Pound Road and the Main Yara Trail extension.
About the footpaths
The footpath upgrade for Yarra Road (368 to Homestead Road) and Dudley Road (property 3 to Wonga Park Primary School) are identified in the Manningham Principal Pedestrian Network and will connect residents to primary locations.
The footpath upgrade on Pound Road aims to address community concerns around the safety of pedestrians and children on the existing path, particularly in narrow sections of the road.
Following the completion of stage one in August 2023, we’re also excited to present the designs for stage three and four of the Main Yarra Trail extension project, which once finished, will complete the connection from Warrandyte to the CBD.
Design considerations
When we design footpath upgrades, we take into consideration how the footpath can protect and enhance its environment, while also acknowledging the unique characteristics of Warrandyte and Wonga Park. We aim to balance this with our responsibility to offer safe, accessible, and environmentally friendly infrastructure that everyone can use.
Although informal footpaths made of dirt, gravel or crushed rock are characteristic of these suburbs, we have heard from the community about their concerns around safety and accessibility, particularly for those using prams or wheelchairs. Gravel and crushed rock paths have high maintenance and environmental costs.
The upgrades are set to provide safer and more accessible walking paths for residents and the broader community. This consultation process is designed to ensure the paths meet the needs of local residents.
At these sessions, you can also ask us for updates on other infrastructure projects in Warrandyte and Wonga Park. These include planned drainage improvement works, such as Jumping Creek Road, Everard Drive, and Melbourne Hill Road.
